Mr. Marsdon is reported as saying
of tho mission of himself and col
leagues to Washington, "Wo had a
plain business proposition, and we
presented it as such." Ho should
have added, "but tho proposition as
we meant it was promptly rejected
by tho Secretary of State, and ono of
his own presented to tho Senate."
The Commissioners wanted propor
tionate privileges for Hawaiian sugar
planters with thoso enjoyed by those
of the United States, and they want
ed to retain cheap labor and to
secure local public trusts for resi
dents of long standing. They got
nothing in tho treaty but tho con
trary to what they asked.
On THURSDAY, March 30, 1893, at 12
o'clock noon, at the front entrance of Alii
olani Hale, will be sold at Public Auction,
310 2-10 Acres of Bush and Woodland about
1 miles above main road in the District
of North Hilo, Hawaii.

porting, they had better look up tho
documents. Tho "arms and ammu
nition" were consigned to them
solely on the Custom House mani
fest, besides which they aro men
tioned as the consignees in a San
Francisco paper. It was tho item in
the latter that led tho reporter to
scan the ship's manifest to see if the
news was correct. Thoro was no
whaling schooner Nicolino in it.
Everybody knows that Messrs. Hall
suppl' a good many things to whal
ing vessels, but as they also have
sometimes been the chief importers
of arms for revolutionary purposes,
it is well that they have published
thoir disclaimer on this occasion, as
otherwise the P. G. might have taken
alarm and called for moro Protector
ate.
Mr. Marsdon carried groat weight
in the Annexation Commission, but
it was not of diplomatic talent. He
seems to have taken tho people of
tho United States for infants who
had not yet loarned to road. "Eng
land has ships filled with soldiers
now on tho way to tho islands," is
one statement he made to scare
American public opinion.": Mr.
Marsdon had not the slightest
foundation for the assertion quoted,
but he had a vague notion that any
kind of a British bugaboo was
enough to work up Amorican patri
otism in favor of spoedy annexa
tion. Warships of airy nation in tho
world do not make any important
movo nowadays without its being
known to Amorican newspaper read
ers right away. Tho American press
has no knowledge of any British
warship now on tho way to Hono
lulu, and certainly not one has start
ed for tho islands on account of tho
recent revolution. Ono vessel is ex
pected soon from British Columbia,
but even this ouo is only to call in
on her way elsewhere. Mr. Mars-
den should have sense enough to
have used Hawaiian rather than
American chestnuts on his interviewer.
PROTEST IXCKEANlN'n.
It is reported from Washington
that tho fooling against the treaty
annexing tho Hav. vin Islands to
tho United States is growing, and
that thoro is now some doubt wheth
er tho necessary two-thirds vote in
its favor can bo obtained. This
check in tho movement toward an
nexation at Washington is but a re
flux, of a similar change in opinion
throughout the country. Tho voice
of, the conservative, thoughtful,
Eatnotio people is making itself
oard; and ono who roads tho news
paper comment of to-day will bo
somewhat astonished to find how
very gouoral it is to regard tho pro
posed annexation with distrust if
not with outspokon disfavor. It was
a proposition now and dazzling, that
blinded the eyes of tho people for a
moment, and appealed to them most
strongly through thoir jealousy of
rival nations and their fear that
othors might assume rights which
thoy declined. But now that wo
aro awa'Vo of tho acquioscenco of
other countries in our claims, wo
have time to stop and think.
This protest against haste does
not necessarily imply a iinal con
demnation in advance of tho annex
ation scheme. It may bo a wise,
bocauso under tho circumstances a
necossary, policy; but the country
has a right to demand that all the
objections shall bo well weighed by
tho senate.
It pushes the boundaries of our
control beyond tho linos of tho
American continent, and assigns to
us a now policy. It lays down a
precedent which wo cannot ignore,
and which we would bo almost com
pelled to follow in later days, when
San Domingo and other neighboring
islands come to us with like peti
tions. It commits us to a large in
crease in our naval establishment.
It gives to us a district which cannot
bo permanently governed in any way
harmonious with our institutions.
It puts upon our pension list the
remnants of decayed monarchies,
and reflects upon tho Amorican name
tho extraordimr3' reputation of buy
ing a dependency and subsidizing
its rulers. What aro wo to get for
all this? Can we have permanent
supremacy in Hawaii without it?
Any measures that wo may seo fit to.
take now lor assuring for all time to
como our primacy in tho Sandwich
Islands will pass unquestioned by
the nations. There never was or
will bo a time better suited than this
for tho settlement of tho Hawaiian
question in tho way most in accord
with the genius of our institutions
and tho interests of tho country.
But can our control bo established
without annexation? If it can, then
tho thoughtful and patriotic senti-'
mont of tho country is for tho plan
which whilo securing our interests
will save us from tho necessary evils
of annexation. If it cannot, then
annexation will bo accepted with
serious misgivings for the future
consequences which will bo before
us in the new path upon which the
country will have entered. Tho
question is too important to be de
cided until after tho fullest and most
careful consideration of tho argu
ments on both sides.

but a scandal. Wo look to tho
Democrats of the Senato to insist
upon a careful scrutiny and discus
sion of tho treaty, ami to tho Demo
crats of tho House to exercise thoir
constitutional rights not to be driven
into voting 11101103' i'1 tho dark. Tho
past twolvo months have brought
merited and salutary disaster to the
wholo army of "snappers" in poli
tics, and wo do not boliove that snap
annexation is going lo succeed' any
bettor, or bring any more glory to
its authors, than snap caucuses or
conventions.

Mr. C. A. Brown, assessor and col
lector of taxes for Oahu, got back to
his offico by a tochnical'docision of
tho Supreme Court, the appeal from
which was neutralized by the death
of tho defendant. No sooner did ho
feol the official chair under him
again than Mr. Brown dismissed tho
doputy assessor and collector, Mr.
T. A. Lloyd, a gentleman who 011
joys tho full confidence of tho corn
munit3r. Hon, P. C. Jones, Minister
of Finance, refuses any satisfaction
for tho outrago, thus confirming tho
opinion reluctantly formed by many
peoplo of Mr. Jones' moral caliber.
Ho is proved capable of doing and
conniving at actions of tho very
kind that ho was among tho loudest
in denouncing whou outojoflieo.
Power is too much for'inoru profes
sion, Only gonuiue principle can
withstand the corrupting tempta
tious of power. Apart from tho ac
cident of death in tho case, Mr.
Brown was reinstated on tho legal
technicality that he should have
hud a hearing iu dofouso. Now ho
SNAP ANNEXATION.
Whatever may bo tho merits or de
merits of tho treaty now boforo tho
Senate annexing tho Hawaiian
Islands, it is very seriously dis
credited from tho start by the un
soomly hasto with which it has been
negotiated and hurried before Con
gress. Such precipitate action finds
no excuse in any of tho circum
stances of tho case. Everything is
quiet on the islands, so far as known.
No other power threatens to rush in
and snap them up if wo do not jump
at tho chauce of getting them.
Courtes3, if not decoucy, would call
for delay until tho commissioners
representing the deposed Queen, and
at least a respectable portion of tho
Hawaiian peoplo, should reach
Washington to state thoir side of
the case. But none of theso con
siderations has had much if any
weight, and in tho absence of any
good reason for his groat hurry,
President Harrison loaves the coun
try to infer that ho has boon govern
ed in the affair largely by personal
and partisan motives.
Ho doubtless thinks that annexa
tion would give a sort of sunset
glory to his dying administration.
It must bo as easy for him as for tho
people to realize that ho is in dan
go r of being regarded as was tho
Southorn Governor who, after being
defeated in tho contest for ro-oloc-tion,
was toasted by an enthusiastic
but indiscreet admirer at a dinnor as
tho man who had taken ollico with
little opposition and loft it with
none. A gutted Treasury and quak
ing finances are tho legacies lie is
leaving tho country, and a littlo
blaze of glory would bo highly con
venient to throw those ugly facts
temporarily into tho shadow. Yet
we do not believe his "just-iu-time"
message to Congress of yest onlay
will reall3r prove a smarter stroke
than was his Chilian war message,
which brought him the general re
buke of tho country and no end of
personal mortification.
The truth is, tho wholo Hawaiian
business bears on its face, up to tho
present, tho plainest marks of an
elTort to forestall oobor investiga
tion and impartial weighing of all
tho facts, and to got a snap judg
ment at nil hazards. This wns the
case from tho very first. Tho Queen
