managed, but recommends its trans
fer to tho control of tho Board of
Health. Forthwith tho Attorney
General (Hon. W. O. Smith) moves
that the Judiciary Committee draft
a bill for that purpose. Of course
the motion carried. Anything., to
break through the old fogy notion
that well ought to bo loft alone, es
pecially when there is more import
ant business to bo done. If the
Councils have nothing better to do
than fooling with tho works, they
ought to take longer recesses to al
low some useful ideas to grow in
their skulls.

were shown up. Cocoauut Island

ing station far bettor than Pearl
Harbor. The immense quantity of

placo to land tho cable. Tho warm
springs of Puna, tho future of coffee,
tho booming of Hilo gouerally wore
the topics on which a lawyer, a sur

then was fouud and takou to Tahiti,
whore she was sold for $150. Sho
was made over at a largo expense
and is a splendid vessel, carries 1500
tons sugar easily. Captaiu Kock is
as gentlemanly a commander as evor
sailed from this port. Hopo to soo
him in command of a fine steamer
to ruu between this port and Sau

SIR EDWIN ARNOLD'S ESSAY.
In to-day's issue will bo found a
great literary treat Sir Edwin Ar
nold's article on " The Happy Isles."
Sir Edwin is one of tho greatest
newspaper writers as well as authors
of tho age. Accounts of his rapidity
of composition in writing editorials
for the London Telegraph for in
stance are almost incredible. A
large part of tho individuality of tho
man lies in tho intensity of his hu
man sympathies. Like all other for
eign visitors who havo gained access
to tho court, Sir Edwin enjoyed tho
rare courtesy and suavity of Queen
Liliuokalani. Ho now reciprocates
with strong expressions of sympathy
for her in hor present trouble. It is
seldom that tho beauties of Hono
lulu havo boon described with any
thing approaching tho litorary art,
combined with definite knowledge
of the objects noted, which charac
terizes Sir Edwin's pen picture. His
recommendation of a Japanese pro
tectorate over the group can only bo
amusing in England no less than in
America or Honolulu. Still tho
knightly litorarian undoubtedly
moans it. To use a slang phrase, Sir
Edwin has become "gone on" Japan
to a dogroo that has astonished tho
world. His suggested settlement of
tho Hawaiian question is only an
other picturesque bit of evidence of
his predilection for everything per
taining to tho "Land of tho Rising
Sun."

havo a comploto roport of all tho
now undertakings in tropical agri
culture, both of individual and cor
porate inception, which havo como
forward in tho past throe years or
so. Thoro aro so many on tho island
of Hawaii alono that it would tako a
special commission some time to
hunt them up for cataloguing. On
this island of Oahu several largo
company plantations of pineapples
and other fruits have boon started,
besides numberless small plots put
in similar cultivation by individual
owners.
Tho company proposod to bo
formed according to tho prospectus
boforo mentioned is for tho purposo
of carrying on tho cultivation of
coffee and fruit in tho Waianao dis
trict of Oahu. Coffoo cultivation
will form tho main feature in tho en

For tho purposes of tho proposod
company Mr. Low has selected and
socured tho upper portion of tho
Makaha valloy, an aroa of 700 acres
in tho mountains, four miles from

Waianao is claimed to bo similar in
climato, aspect and soil to Kona,
Hawaii, tho promior coffoo section

A prominent buyer remark
