"At i p. m. tho troops and a bat
tery of Gatling guns from tho Bos
ton Avoro lauded, a part being loft at
tho United States Consulate, an
other part at the United States
Legation, and the main body bo
tweon tho Palace and tho Govorn
inont building. Tho town at that
time, and in fact at all times, had
boon, and continued to bo, in pro
found peaco and quiet, excepting
tho commission of a murderous as
sault by ono of tho revolutionists
upon a native policeman, which,
howovor, fortunately did not result
in loss of life.
"Mr. Parkor and Mr. Peterson re
port furthor proceedings as follows:
'On Tuesday afternoon, January
17th, at 2 o'clock, Mr. Parkor and
Mr. Peterson again called upon Mr.
Stovens at his residence in Nutianu
valley to learn if possible tho truth
of the statement made mibliclv bv
tho loading membors of tho so-called
Committee of Safety, to tho effect
that Mr. Stevens had promised that,
if a proclamation declaring n Provi
sional Government was issued,
ho (Stovens), on behalf of his Gov
ernment, would immediately recog
nize such government and support
it with tho United States forces at
his command. Mr. Peterson asked
Mr. Stevens what action would bo
taken by him (Stevens) in case tho
insurgents attacked her Majesty's
Government and tho Government
called upon him for assistance.
"'Mr. btevons replied that in that
caso ho could not como to the assist
ance of tho Govorninont. Mr. Peter
son thou asked Mr. Stevens what his
action would bo in caso her Maj
esty's Government should treat tho
insurgents as rebols and attack them
and arrest them. Mr. Stovens re
plied that in that caso ho should
feel it his dut' to interfere with the
force at his command. Mr. Stovons
furthor said ho had mado up his
mind that if any number of what
ho considered responsible citizens
should ask his assistance in estab
lishing a Provisional Govorninont ho
should grant that assistanco and
should recognize them as such and
support thorn. Mr. Stovens during
this conversation was lying on a sofa
in his private office and spoke with
difficulty as if in a weak and ex
hausted state. At 2:30 o'clock Mr.
Parker and Mr. Peterson loft Mr.
Stovens aud proceeded to tho Sta
tion house, tho headquarters of her
Majesty's Cabinet and Govorninont.'

"Besides this conversation tho
Minister of Foreign Affairs sent tho
following to tho American Minister:

Sir: I have tho honor to inform
your Excolloncy that the troops from
tho United States ship Boston wore
landed in this port at 5 o'clock this
ovoning, without tho request or
knowledge of Hor Majesty's Govern
ment. As the situation is ono that
does not call for interference on tho
part of tho United Statos Govern
ment, my colleagues and myself
would most respectfully request of
3'our Excolleney tho authority upon
which this action was taken. I
would also add that any protection
that may have been considered neces
sary for tho American legation or
for American interests in tho city
would have been cheerfully furnish
ed by Hor Majesty's government.
With tho highest respect, 1 have tho
honor to remain your Excellency's
obedient servant.

ing tho lauding of tho United Statos
naval forces in Honolulu, was dulv
received and its import considered.
In whatever tho Unitod States di
plomatic representatives have done
or may do at this critical hour of
Hawaiian affairs, wo shall lie guided
by tho kindest fooling and views for
all tho parties concerned, and by tho
warmest sentiments for tho Hawai
ian people aud tho persons of all

of Foreign Affairs.
"Tho statement of th6 Foreign
Ministor was absolutely correct. The
Marshal of tho kingdom had 400
able-bodied men, fully nrinod, as
sembled at tho station houso, but in
view of tho attitude of tho United
Statos Minister and tho commander
of tho Boston tho Queen and Cabi
net wore advisod to disband them
and surrender tho prison, station
house and barracks, which was done,
"On Tuesday afternoon, before tho
foregoing ovonts took place, the
Queen and Cabinet issued a protest,
which was served on Mr. Dole and
service acknowledged by him.
"Subsequent ovonts are easily sum
marized. Tho Provisional Govorn
inont declared martial law, and
armed among others the vjigrant ami
criminal clement in the population,
proscribed free speech and discus
sion, suppressed native newspapers
aud established a practical censor
ship of tho nowspapors published in
English, permitting only such stnto
monts ns might bo favorablo to ap
pear, and disbursed largo sums of
public money without authority of
law. This state of things was only
possible by tho armed support of
tho Unitod Statos troops nslioro and
tho guns of tho Unitecl Stntos war
ship Boston trained on tho town.
Tho usurpation of authority would
not have lasted nn hour without such
armed support and encouragomont
by tho Unitod Stntos Ministor.
"As a logical sequonco to thoso
events, tho lawless and criminal for
eign element, armed by the usurpers,
and pnid to terrorize the natives ami
tho law-abiding citizens now dis
played a mutinous spirit, and tho
Provisional Government was com
pelled to call upon tho American
Ministor to assume a protoctorato
and disband its armed force, which
was accomplished on Fobruarv 1st.
This fact alono domonstratos that
tho so-called Provisional Govorn
inont lias no strength of its own,
oithor to presorvo tho pence or in
forco obodionco to its edicts. It has
uoithor tho moral nor tho physical
support of tho masses of tho Hawai
ian people, who protest with thoir
Quoon against a continuance of its
usurpation and pray for tho restora
tion of thoir constitutional govorn
inont and sovereignty.
