wo do about our own, or about tho
peoples wit It settled institutions and

waiian public opinion is much like
that in Hayti or Venezuela or any
of tho potty states that tlirivo on

of military dictators, supported in
their turns by a wholly indiRoront
and ignorant people.

wich Islands, and tho most intelli
gent criticism of tho forms of gov
ernment applied to thorn which wo

it is as likely to bo a curse as a bless

and product of a high civilization;
but it would bo of no especial profit
to tho nathosof a Central Alricun
state if sot down among them. This
is tho trouble with all tho so-called
"republics'' of tho American conti
nent outside of the United States.
They are not supported 1 13- a popu
lar devotion to republican princi
ples, and most of their citizens
neit her know nor care about tho dif
ferences between one kind of gov
ernment and another. Of exaeth;
that make aro tho native nooplo of
Hawaii. Tho foreign lesidont has
views about what the gin eminent of
the islands should bo. The native
stands hesitating between republic
and monarchy, between so-called
despotism and so-called freedom,
with as little real fixity of purpose
as ii lady bewcen two spring bon
nets. In his savage simplicity ho is
caught with words and with the
forms of things, and is ready to vote
for a monarchy to-day and a repub
lic to-morrow without feeling that
there is any contradiction involved.
This is tho disposition which
stands in the way of the plan of as
certaining, on the part of tho United
States, what are tho real preferences
of tho Hawaiian people, and con
sulting them. The question of our
futuro relation to tho government of
these islands is 0110 to be determined
bj- our own interests, not by theirs.
Their choico is changeable. To
them it is all one, whatever tho form
of rule, as long as U103' aro let alone.
There is no kuowledgo of tho science
of government and no devotion to
any of its forms among tho Hawai
iaus. Their preferences, which havo
already pointed in sovcral different
directions within a fow weeks, do
