hand. Hawaii, neutralized ly all
tho Powers, will bo very unlike Ha
waii merely protected by any ono oi
thorn. There will bono more (nor
as much) abnegation by Hawaii of
independence in soliciting and ac
cepting such neutralization than in
soliciting and accepting a protecto
rate by the United .States. Neutral
izing by all tho Powers implies that
none will assail Hawaii and thai if
any one does assail all tho others
will unite to discipline the assailant.
Captain Mahau and tho naval jin
goes who now boast that tho United
States have .successfully taxed them
selves to be the fifth naval power in
sist that Hawaii is necessary for the
United States as a naval station
whonovor somebody or other makes
war ou our Pacific coast. None of
them contend that Hawaii is neces
sary as a fort ress on which guns are
to bo mounted to command our ter
ritory or vessels. Hawaii is only re
quired as a coaling, supplying and
refitting station for our men-of-war.
If tho jingoes are sincere in their
contentions and they really wish tho
Hawniiaus to pursue the paths of
prosperity hi their own way. then
neutralization is the thing needful,
for umlor it the United States and
each European government can havo
a coaling, supplying and refitting
station ut Hawaii,
Tho recent neutralizing of tho
Suez Caual by the "concert of Eu
rope" is a typical illustration. Eng
land owned the canal. She tried
being tho sole protector and bocatno
tired of that. She invited and con
sented to a neutralization of the
canal. The contrivances of that
treaty to provoufe warlike acts in tho
canal or near its ports, oven when
surrounded by warring Hags and ves
sels, can easily be applied to Hawaii.
Each government can bo permitted
to go to any Hawaiian island and
uso its station, or buy coal and sup
plies, under conditions that no act
of war shall bo done within ono
hundred miles of the islands. Hawaii
will then bo like Dolos, when tho
little isle of the -Egean was consec
rated to peace.
Each European government has
by public law a right to conquer Ha
waii. That right cannot bo taken
away without its consent. Tho
United States cannot tako away tho
right bv declaring Hawaii neutral
and under their solo protection.
Hence the use of neutralization.
Tho United States declare, in a
very bumptious way, that they will
not permit any European govern
ment to rule in Hawaii, or permit
any to acquire now dominion on this
continent, or to dominate tho isth
Thus far no European government
has attempted to interfere with our
"Monroe doctrine. L,vory European

cate our arrogance, and knows that
wo aro not to-day. Our want of pre
paration on tho ocean and our moral
power on tho world havo boon our
real shield and buckler. When wo
begin to g about with "a chip on
our shoulder," boasting of our naval

ward oil' rivals or enemies more
