Ominous Condition in Russia Pro

now scarcely a doubt outortained by
thoso awaro of tho real situation
Hint Russia is again to suffer from
tlio ravages of eholera. Concurrent
with tlio setting in of tlio slightly
wanner weather the official reports,
incomplete as they are, show a re
currence of tlio disease in nearly all
thoso places in which it wrought
such havoc last summer and autumn.
The official returns, mado public
to-dav, show that from March 19 to
Marcli 20 there wore sixty-five cases
of eholera and nineteen deaths from
tho disease in tho town of Orel.
Tho official figures place tho num
ber of cases of the disease reported
from -March 12 to March 27 in tho
Government of Oofa at oight3-four
and tho deaths at twonty-nino.
From March 22 to March 29 thoro
wore ten eaes and four deaths in
tho government of Yolisavolpol.
In addition to this it is a matter
of common knowledge that tho num
ber of cholera cases and deaths from
tho scourge are far more numerous
in tho goornnients tlirt are not in
cluded in tho returns. This is espe
cially tho case in tho governments
of L'odolia and Saratoff, which wore
ravaged by cholera last year. It is
impossible, however, to obtain the
actual number of cases and deaths.
New Yohk, April 5. Representa
tives of various Statu boards of
Health held a meeting hero this
morning. The meeting was called
to consider the equipment and effi
ciency of tho various seaboard quar
antine stations and their ability to
copo with cholera, in case of an
epidemic this summer. Tho reports
of oight3'-four conferences seem to
indicate that the chief danger is
from infection through tho minor
ports.
The following is from tho local
columns of tho San Francisco Call:
"Cholera shall not como thisj'oar,"
says tho California Stato Board of
Health, "if wo can prevent it."
A circular with tho right ring to
it has been sent out, in which Dr. U.
A. Ruggle5, the president of the
board, says hi relation to tho con
vention to be held in this city on
tho 17th:
"It must bo apparent to all that
tho opinions of ptatical sanitarians
will at this time have more than
ordinary value.
"With no impending epidemic,
subjects of this character are capa
blo at best of arousing but a languid
interest ; but now, when a few wet-ka
may bring us to tho tost of all our
capabilities in tho effort to preserve
our lives, tho subject is vital, virile
and of paramount importance.
"Tho people are disposed to trust
to quarantine; sanitarians would
render tho soil sterile to contagious
disease germs.
"It is believed that tho convention
will servo a twofold purpose; the
first will bo a co-ordination of gen
eral action on tho part of tho health
boards and sanitarians; tho next will
bo a process of education of tho peo
ple as to local needs and tho import
ance of prompt and thorough action.
"To tiiis ond the newspapers of
tho country must be invoked for tho
dissemination of information.
"Tho potent influence of tho pul
pit should also bo brought to assist
in directing attention to tho neces
sity of absolute pergonal and munici
pal cleanliness as tlio price of life.
"No influence which goea to dis
tinguish a high civilization from a
savage and ignorant stato should bo
neglected, for by thin wo demon
strate tho value of our civilization
by our ability to exist under condi
tions that would annihilate tho
savago.
"In addition to tlio interest of tho
physician in tho prosecution of his
art, in addition to the conserving in
terest of the sanitarian, there is tho
general interest of a highly intelli
gent people who will, wo may well
believe, by their co-operation and
assistance in removing all possible
causes, vindicate our boasted civili
zation in rendering impotent tho
dread diseases which decimate loss
favored countries."
