ation for two years which would not
last tho Provisional Government
five months. Tho Star's present
backers woro thou playing the role
of tho Buchanan administration be
fore tho war. It was part of their
scheme of revolution.
This issue contains an original
poem by Air. lialph Turner, whoso
fame as a writer of prose and verso
is greater in California than here
whore ho lives. No local periodical
has reached a stage where it can af
ford to pay for regular contributions
of purely literary matter, and where
such a man as Mr. Turner's market
is there must his mark bo sought.
Ho has had printed many creditable
productions in tales, poems and
sketches in leading papers of the
Coast, and wo understand that he is
soon to attempt a stroke of consider
able ambition in the literary lield.
It is no small credit to this aspiring
author that his best work is done iu
snatches of time between his hours
of toil at his mechanical craft, he
being a tumor by trade as well as by
name. Ho has the rare distinction
of being able to turn a verse or a
table log with equal facility.
While tho Bulletin was ahead of
Councillors iu objecting to general
legislation by tho Provisional Gov
ernment, it would not oiler captious
objections to a measure with a use
ful object, for tho carrying out of
which there ma not exist adminis
trative power. Such a measure
would seem to bo that granting a
franchise for putting name signs on
streets and numbers on houses. A
representative of tho firm seekiug
tho privilege has incurred tho ex
pense of coining to tho country, and
asks for tho privilogo chiefly to en
able his house to produce a direc
tory more efficient than previous
ones. As tho bill to grant his re
quest leaves tho protection of public
interests in the mattor to tho Alinis-
tor of the Interior, iu whoso integ
rity and intelligence there is univer
sal confidence, there is no reason
why the little bill should not be
made law. The Council has done a
lot of law-making of questionable
policy, and, even if the Bulletin op
posed this particular measure, its
passage would hardly bo a great
enough affair to turn tho P. G. lamb
into a sheep.

FOREWARNED FOREARMED.
This issue contains tho latest
news of cholera iu Russia. It shows
that tho pestilence has got an earlier
start and a more widespread grip in
that country this year than last. In
conjunction with this intelligence,
conveying as it does a menace to
the whole world, we publish a state
ment of the California Board of
Health as to measures of prevention
that body is taking against a visita
tion. Individual arid municipal
cleanliness is tho groat requisite for
safety urged and, so far as possible,
to bo enforced by tho California
sanitarians. As tho Pacific Coast is
our nearest source of infection it is
gratifying to note such a policy
as being adopted over there.
Months ago the Bulletin sounded a
note of warning to tho Hawaiian
health authorities and public, urg
ing tho necessity of the most prompt
and effective sanitation of Hono
lulu. Tho Board of Health some time
ago began to take action iu having
the city cleansed more thoroughly
than could over bo accomplished by
tho ordinary routine of the scaven
ger's cart and tho odorless excavator.
In its more vigorous campaign
against filth the Board finds the old
difficulty in the Chinese quarter.
Oriental obduracy and the obstruc
tion of dense clusters of domiciles
most difficult of access to sanitary
apparatus are formidable obstacle)
to bo surmounted. It is absolutely
necessary, however, that those con
ditions shall bo met and overcome
with a resolute hand. While-triumph
over thorn will iuuro to the everlast
ing credit of the Board of Health,
thoir degree and extent would never
bo accepted as an excuse for failure
to carry out complete sanitation. At
tho same time, it must bo remember
ed, tho Chinese quarter is not tho
only locality that needs attention.
Sanitation must bo enforced from
center to circumference of the city
plot without fear or favor, Wealthy
property holders who maintain slum
tenement rookeries iu any quarter

We had quite made up our
minds to ignore the question
of the day in this column for
various reasons, but, as the
space in the Honolulu dailies
is occupied largely by the
editors in moulding public opi
nion on the subject of politics
and religion it is quite prob
able the readers of this paper
would ignore our advertise
ment if we were to let pass the
opportunity to "speak a piece."
We do not intend to say that
we know how the thing will
be decided, we violate no con
fidence when we declare pub
licly through this column that
we do not. We are not alone
in this and we have no hesita
tion, no compunctions of con
science in telling you that we
burned many gallons of mid
night oil before we reached
this conclusion. We doubt if
Mr. Cleveland knows; we can
imagine we see him sitting in
his "nightie" after every one
else in the family has retired,
reading the various memorials
and petitions he has received
from Honolulu, we can see his
face brighten as he pores over
the illuminated reasons why
the Islands should be annexed
and then spread out over his
knees the memorial from the
patriots who request for as
many reasons that the country
be not toyed with. We can,
in our mind's eye, see the flick
ering hope die out after he has
waded through the various
documents at hand and hear
him ask "Where am I at?" and
the echoes of every corner of
the room allotted to the "first
gentleman oi tne lana as a
place of repose will take up
the question and refer it to the
judiciary committee, and there
the memorials and petitions
will curl up and die like the
minority reports in the last
Legislature. Mr. Blount will
fix the thing in his own quiet
way, just now he's the people.
Those who do not dabble in
paint are not aware that there
has been a shortage of that
article in this market for the
past few weeks. The painter
who has held back his work
on account ot not being able
to secure a supply, may get all
he wants from us by telephon
ing. By the "Australia" we
received enough Pioneer White
Lead to cover every building
in Honolulu, and make them
vie with the exhibition build
ings in Chicago in whiteness.
We're bound to have a boom
here as a result of the adver
tising the country has had, and
the property owner who wants
to sell or get increased rentals
cannot do better than get their
houses ready before the boom
begins. When the carpenters
and painters are engaged the
prices will go up. Supply and
demand governs the wages
of the painter as in the case of
every other branch of labor.
Cut off the supply and let the
demand grow and where are
you?
The warm weather ap
proaches and the demand for
