swamp lands for school, university,
railroad and other State uses, will

Legislative Committee, and all is
based on sworn testimony. Frauds
and conspiracies tho most gigantic
and far-reaching are said to havo boon
unoarthed. It is claimed tho State
has been dofraudod, directly and in
directly, of hundreds of thousands
of dollars. Many porsons hitherto
above suspicion aro said to be in
volved and bosmirchod bj- the com
mittee's findings. Innumerable cases
of false homestead entries, soldiers'
pre-emptions and Indian allotments,

mon of straw in the interests of cor
porations, are said to have boon dis
closed. THE PANAMA CANAL.
The Conditions on "Which Colombia
Extends Its Concessions.
Panama, April 10. L. Porvonir,in
Carthagona, gives tho conditions on
which tho Colombian Government
has prolonged for eighteon months
the canal concession, in order that
there might be an opportunity for
tho formation of a now company in
Franco. Tho company will secure
tho validity of its contracts by pay
ing tho debt of 8,000.000 francs to
the Colombian Government, and
cancelling tho Otalora debt of 500,
000 francs. Of those sums $500,000
must be paid this year.
Tho former security must remain
as a guarantee for the present eon
tract. Tho inventory of materials
to bo returned to tho Government in
caso of tho failure includes all the
machinery and rolling stock of tho
old company. Any dispute is to bo
referred to tho Supremo Court of
this couutry. Tho company must,
moreover, renouueo all rights to
diplomatic claims and all previous
contracts must be ratified.
