PACIFIC COAST DEFENSES.
Proposed Gun Foundry in Connec
tion with tho Union Iron Works.
Irving M. Scott, whoso roturn
from tho East Saturday hns already
boon noted, has groat plnus for a
local gun and forgo factory, to cost
"I will havo a plant," says he, "that
will bo ablo to construct all tho guns
and heavy matorial that will bo re
quired for building our coast do-
lousos. Sovorai million aonars win
bo put into tho plant, and it is a
good business proposition. Tho
Government has already decided to
spend about $30,000,000 for coast
defenses at San Diego, San Fran
cisco and tho mouth of tho Colum
bia river. That amount was sot
asido for tho Pacific Coast by tho
Flaglour report, you know, the ou
tiro amount for tho whole country
boing about $127,000,000.
"To porfect tho dofouso of this
coast $120,000,000 will bo required,
and it will bo forthcoming, first or
last. All that has been done so far
for our" local coast dofonsos is tho
construction of five dynamite guns,
which aro not yet completed. I
think every cent of tho money for
tho dofouso of this coast should bo
spoilt b tho Government right hero
in California, and I will put up a
plant that will do as good work as
can bo done any place hi tho coun
try. I am not ready yet to outline
in- plans in detail, but 1 havo put
all of my preparations in shape, aud
will get down to business in earnest
"With tlio incroaso in strength ol
tho navv wo aro Koini to have good
coast dofonsos. The two things go
hand iu hand, for both aro equally
essential. Of tho immonse sums
that aro to bo spent by tho Govern
ment for tho coast defenses each
.Stato on an exposed coast lino will
havo a certain amount, and in many
of the States tho idea is favored of
erecting plants so that tho Govern
ment can spend the money witliin
the State limits. That is my idea of
erecting a plant here, and if tho
people hero pull together and lay
aside their potty jealousies aud
heart-burnings wo may bo ablo to do
something. Tho trouble with us
Californiaus is that wo do not pull
i troug together. Wo aro afraid that
one will do a little bettor than an
other, so rather than bee such a con
dition wo spoil tho other fellow's
chance aud our own at tho same
time. I notice in other States thoy
havo a faculty of standing together
when it is going to do something for
their Stato. That is tho kind of
State prido we ought to exhibit.
Talking about tho climate is good
enough, but there aro better moans
of snowing state loyalty.
