as tho annexation of tho islands is
not to bo offuctod in a moment, or
without caroful inquiry.
Thero iB no reproach to tho Ad
ministration of President Harrison
that tho present Administration has
sent out a Commission to confor
with tho people of Hawaii. Presi
dent Harrison mot tho need of his
time, and that was in accordanco
with tho gonorallj' expressed de
sire of the people of tho United
States. Since, howovor. no war
liko revolution has takon place,
and peaco has not been broken
in tho islands, President Cleve
land has wisely determined that
there is time in plouty to confer with
tho heads of tho Provisional Govern
ment of Hawaii, and to counsel
slowly and with the gravity such a
great movomout demands. Nor was
thero any humiliation in tho with
drawal of tho protectorate. Com
missioner Blount preceded tho act
by tho distinct inquiry of tho Pro
visional Government. "Are you able
to stand alone while negotiations
progress The response was em
phatically and promptly in tho affir
mative. The protectorate was then
withdrawn, leaving tho Gold free
from cow for the negotiations that
are now ponding.
Indeed, tho advices to Minister
Stevens from President Harrison
were that tho protectorate was in
tended to go to tho extent only of
preserving tho peace aud protecting
tho property of Americau citizens,
and tho Minister was distinctly in
structed that tho Government of tho
United States disclaimed interfer
ence with local affairs, or intended
to act in auy way to cow the Hawai-
lans, or nampor ineir iroouom oi
action. It having beeii determined
that thero was no reason to fear
ruptures of tho peace or menace to
the property of American citizens,
tho protectorate was very properly
Tho sentiment dinging to tho
pulling down of the Americau flag
did not properly run in this caso.
There was no humiliation to Ameri
cau pride in tho withdrawal of tho
American troops because tho with
drawal was voluntary, tho outcome
of our own suggestion, and not un
der tho threat or by the suggestion
of anjr foreign power. Let us bo
patient in all this matter aud give
to tho Administration tho credit of
acting with proper and patriotic
spirit, and in lino with tho estab
lished policy of the Nation not to
become entangled in foreign affairs.

The Panama Canal was a sohomo

Without this tho Panama Canal
would bo of no more consequence to
Franco than to other commercial
nations of Europe, as it would not
connect her possessions or consti
tute a necessary channel of com-,,

dencies. Thero are those who doubt
tho practicability of tho Panama
scheme, and it is certain, if tho
opinion of engineers are to control,
that the Nicaragua enterprise is by
far tho most feasible. Tho canal un
der discussion affords facilities, espe
cially to the American people, for
intercourse botweon tho extremes of
tho country. It is a scheme to pro
mote our best iutorosts, and to sup
port any reasonable measure would
not be regarded as proceeding from
corrupt influences, but from tho
