d'etat, himself bomg in tho counsels
of tho conspirators, to run up tho
American flag ovor tho capitol of
that republic aud set up an armed
protectorate of tho couspirators with
thoir consent and approval, what
would bo thought of tho perform
ance? Would not all tho world say
that it was an assertion of tho sov
ereignty of tho United States ovor
Mexico a sovereignty acquired by
forco of arms? Most assuredly. It
would bo regarded ovorywhoro as an
assumption of sovereignty by con
quost. That was precisely what was
meant by tho act of hoisting tho
American flag over tho capitol of tho
Hawaiian Islands. The fact that
one war ship and one company of
marines suincea to oxorciso tne
necessary physical forco makos no
difference with the nature of the act.
It was tho same in principle as it
would havo beon if twenty war ships
and an army of 50,000 men had boon
Is this country prepared to depart
from its traditional policy aud outer
upon one of foreign conquest? Tho
people havo not said so. They havo
not been consulted about it. Many
of thorn thiuk wo should not euter
upon "such a policy. Tho new ad
ministration seoms to thiuk wo
should not, at least until tho Amer
ican people havo signified thoir ap
proval. In directing that tho Amer
ican flag bo hauled down it simply
undid an unwarranted act. It has
disavowed tho purpose of compul
sion aud conquest, aud afforded tho
Hawaiiaus an opportunity to ask for
annexation, if they desire it, without
constraint. It has shown respect for
Hawaiian sovereignty aud tho sover
eignty of tho American people, and
thereby honored tho Bag.
If tho republican bosses expect to
make party capital out of tho Ha
waiian policy of tho Cleveland ad
ministration thoy expect very much

Ex-Senator George F. Edmunds is
very strongly opposed to the annex
ation of Hawaii. He takes tho very
strong ground that the character of
the population is such as to make
them unlit to he incorporated into
the body of our citizonhip. It
would never bo possiblo to organize
the heterogeneous elements that
compose tho b.irbarouH or semi-civilized
popnlution of Hawaii into a self
governing State, and to annex it as
a territory would bo to take a very
large and very troublesome elephant
on our hands. It is reasonably cer
tain, too, that if once annexed us a
teriilory it would in the stiess of
some partisan emergency bo admitted
as a State of tho Union. Wo have
learned alieady something of the
lengths to which partisanism will go
in the matter of admitting raw terri
tories into tho Union. Wo can pro
tect whatnver interests wo havo in
Hawaii just as well without annex
atioli uh with it; but whether annexed
or not it is certainly a cube whoro we
should proceed with tho utmost caro
