ment of India have decided, in ac
cordance with the tortus of tho re
port of tho Leprosy Commissioners,
that it is unnecessary that any
further oflicial steps should bo taken
for tho compulsory segregation of
lepers, or for tho provision on a largo
scale and out of public funds of iso
lation hospitals in which they should
bo collectea. This is, oi course, not,
to bo understood in any way as
checking private charity or tho. in
stitution by local communities or in
dividuals Of colonies or farms. Wo
hope to hear that some legislation
will shortly take place to carry out
the recommendation of the Commis
sion that lepers and othor people
suffering from loathsome skin dis
eases should not be engaged in the
sale of food or any such occupations
as thobo of barbers or washers.

A learned German, who has devot
ed himself to tho study of physiolo
gy, anthropology, and allied scteucos,
makes tho rather startling assertion
that moustaches aro becoming com
moner among women in the present
day than in tho past. He tolls us
that in Constantinople, among tho
unveiled women that aro to bo mot
with, one out of ten possossoa an un
mistakable covering ot uown on tno
upper lip. In the capital of Spain,
again, the proportion of ladies with
this masculine characteristic is said
to bo quite equal to that observable
on tho Golden Horn. An American
medical man statos that in I'hila
dolphia fully three percent of tho
adult fair sox aro similarly adorned,
and probably tho proportion would
be still larger but that man women
tako tho trouble to eradicate tho un
welcome growth by the application
of depilatory preparations. Is this
iucroaso in the number of women
with hair on their faces to bo re
garded as a sign that tho human race
is improving! Very fow meu, at all
evonts, will be disposed to consider
that a moustache adds to tho charms
of tho opposite sex. Englishmen, in
deed, only a generation ago, had
such a detestation of moustaches
aud boards that tho practico of shav
ing all hair off the face down to their
mutton-chop whiskers was all but
universal. From ono extreme our
clean-shaven fathers plunged into
the other, aud beards and mous
taches rapidly became tho fashion.
The fashion has of lato years again
been modified. Beards aro loss com
mon, but the moustache is cultivat
ed in England as widely as on the
Continent. But why should tho fair
