It is tho belief of tho wardroom
that the rule by which assignments
are made is the famous one, '"To
him that hath shall bo given," and
tho rost of it. It is also a wide
spread belief in the navy that if you
don't see what you want you should
ask for it. Nevertheless, thero are
virtuous ollicors who tako prido in
sayiug that thoy have never pro
tested against any assignment and
never asked any favors. Officers

this principle aro regarded with
contempt by tho dispensers of naval
sugar plums. It is a cyuical maxim
of the navy that Washington is a
long, long voyage for the humble
subaltern without influential friends.
The voyage seems longer than usual
to such a subaltorn returning homo
from a diet of beans in the tropics,
aud he seems on the whole a little
further from Washington, when ho
reaches the New York Navy Yard
than he seemed beneath the humid
heat of Hayti.
It is a very innocent subaltern
who, having failed to obtain the de
sirable assignment ho has applied
for, accepts tho suavo superior's ex
pressions of regret aud assurance
touching tho impossibility of com
passing tho thing asked. The kuow
mg subaltern believes that the place
is resorted for some other with more
influence. Nevertheless the lands
man who should make a hasty gen
eralisation from these facts would
probably reach a wrong conclusion.
It is true, sajs the wardroom, that iu
the uay, as in civil life, the man who
