site tho city.
It is boliovod tho insurgents will
nttompt to capture tho Estralln
powdor magazine, but tho Govern
ment will blow thu mngazliio up if
it sooms likoly to 1)0 in danger of
capture.
There is no truth in tho report
that foreign war ships are landing
sailors to protect foreign subjects.
Tho insurgent Admiral has issued
a manifesto disolaiminir any inton-
Hon ol bombarding tho city.
New Youk, October (J. Tho Horald
correspondent at Montevideo cables:
News has just boon received horo
from tho Horald correspondent in
Bio Janeiro that President Peixoto
has succeeded at last in purchasing
sovoral torpedo boats in Europe.
Thoy are said to be now on tho waj'
across tho Atlantic and aro manned
by .Luglish crows.
It is not thought here, however,
that Poxioto could have been suc
cessful, in purchasing any vessel
capable of withstanding an attack
from tho rebel war ship Aquidaban,
for instance, or the Kepublica,
which aro both provided with torpe
do catchers and are armed with guns
of heavy caliber.
A gunboat is about to start from
this port for JUio Janeiro. Sho will
be sent 1)3' the Uruguayan Govern
ment for tho purpose of protecting
tho rights of such Uruguayans as aro
now in the besieged Brazilian capital.
Tho many reports of cruelties and
excesses committed by President
Peixoto's soldiers upon defenseless
citizens of Kio. and tho high-handed
way in which men have been
forced into tho ranks and ordorod
to man tho forts along the bay
shore, which are being shelled by
tho robel ileet, have aioused the
Uruguayan Government to an ap
preciation of the peril of its citi
zens who aro doing business in liio,
and marines will be landed, if uoces
bar3, from the gunboat now going
there to afford them proper protec
tion. The Herald's correspondent in
Buenos Ayres, Argentina, telegraphs
that an expedition of sympathizer
with Admiral Mello in his struggle
against President Peixoto Bet out
from that city to-day for Rio. Dr.
Barras Cassal organized the baud.
A considerable quantitj of muni
tions of war and provisions were
taken along.
.No doubt these will be warmly
welcomed by the rebel Admiral,
whose ships are reported to bo now
floating high in the water, as the
ammunition aud provisions they
contained when tho revolt broke out
have been consumed. Later des
patches received here say sho has on
board some artillerymen, as well as
infantry, and many of the officers
and loaders of tho revolt in Kio
Grande do Sul.
It is reported also that Ruy Bar
bosa, who was recently forced to lloo
from liio in disguise to avoid the
vengeance of Peixoto on account f
his known sympathy for Mello's
movements, is planning to stir up a
revolt in the province of Bahia
against the President. Tho rich
maritime province would furnish
Mello with a fine basis for supplies,
aud its capital of the same name
controls a harbor which is one of
the best in either America aud suit
able for vessels of any size.
Vienna, October 9. The Austrian
corvette Serinyi. at Gibraltar, has
boon ordorod to Kio Janeiro.
Be Open and Autocratic.
Editor Bulletin:
The Provisional Government or
gan now advises the abolishment of
the special sessions of the Gouncil.
Why? Because, forsooth, some of
the councillors think it advisable to
discuss measures like the subsidy
grab with some of the innocents who
are to bo taxed. Of course, Messieurs
Ministers, dissolve tho Advisory
Council and thus prevent a repeti
tion of an adverse vote.
Take the reins of government in
your own hands and drive until the
devil prompts the boldest spirit of
your remarkable quartette to dis
pense with the services of the other
three gentlemen who voted with you
on that subsidy grab aud there will
bo established tho form of govern
ment you believe in,
Tax Payer.
