Sul, which has made itself practical
ly independent of tho Poixoto gov
ernment. Nor is thoro any imme
diate prospect of any stability, for
if Mollo drivos out Poixoto and
establishes himself in his place, it
will not bo Iouk beforo some
body will bo trying to drive out
Mollo. The Brazilian republic is
apparently a failure, ana it is doubt
ful if the people of that country aro
fit for a greater dogroo of self-government
than a constitutional mon
archy affords.

Scott Moucriof of Harvard College
has been missing since July and is
probably drowned. Dr. iloucrief
was sent out by the Peabody mu
seum of Harvard to study ethnology
on tho east coast of Siberia, and
while stoppiug at a village at the
mouth of the Amur river, he wont
out in a small boat and has not been
heard from since. This was on July
11. The Minister states that the
information was furnished him by
the Russian Legation at Tokio. Dr.
Moncrief was formerly a surgeon in
the United States army.
The long delay in confirming the
nomination of Mr. Hornblower as a
justice of the United States supreme
court is attracting attention by rea
son of the present situation in New
York politics, the. fact that Mr.
Hornblower has publicly condemned
Maynard, and the additional fact
that Senator Hill is on the Senate
committee having judicial nomina
tion under consideration.
Army and navy boards disagree as
to whether or no drunkonuess, or
"alcoholism" is a disqualification for
promotion. Comdr Johnson, who
had been treated several times for
"alcoholism," was passed twice by a
naval board, and after a long delay
made a captain by the president.
Mr. Cleveland refused to act on tho
recommendation of the first board,
and so the second one was called.
Another board has just refused to j
recommend the promotion of rasseu
Assistant Euginoor Mintzer, because
he has an uucont rotable appetite for
intoxicants, according to his own
confession. Mintzer can't see why
a little thing like that should bar
his way upward, and has appealed
to the secretary of the navy from
the decision of the board. It is to
be hoped that the secretary will
sustain the board. There ought to
be little room in either the army or
tho nary for drunkards, or for men
who, like Mintzer, can not abstain
from whisky, or require frequent
treatment for alcoholism, like John
