expected of tho smaller streams.
The assertions of integrity and
conscientious devotion which tuo
Chief Justice indulged in are those
which may be made by any military
despot. If the forces of the Provi
sional Government were to disperse
a meeting of citizens in Palace
Square under any of the coercion
laws at present in force, the Chief
Justice while probably regretting
thu fact, would justify it as an act
of "conscientious devotion" to the
cause of good government.
The Chief Justice must have been
well aware that the crowd which ho
harangued at the drill shed on Sat
urday could not afford him tho
fbeble excuse of saying that it repre
sented the manhood, or tho intelli
gence, or the voting power of tho
country; it was a continuation of
that appeal to bayonets and mob
rule which has roconeil the approv
al of the Chief Justice tho.se many
mouths. The Chief Justice and his
Pearl Harbor booming friends, hae
had nearly a year of uninterrupted
bullying of tho people here and
