The determination of tho United
States Government, as latelj an
nounced and just confirmed by
President Clevelaad, to make com
plete restitution to Hawaii for the
action of the Harrison Government
and its representative, Minister Ste
vens, has excited much angry re
crimination between the Republican
and Democratic parties in the States.
The deposition of the Queen of Ha
waii and tho proclamation of a Fro
visional Government are abundantly
proved to have been a pre-arranged
and perfidious act of treachery by
tho late Mr. Blaine against a help
less people. Minister Stovons was
sent out with private instructions to
annex Hawaii, and in various ways,
by newspaper hints and correspond
anco. ho has left amnio traces of his
portidy. Air. stovons was eattor 01
the Kennebec Journal, Mr. Blaine's
own paper, so that ho was a trusty
tool. In a 4th of July oration at
Honolulu Mr. Stevons spoke of the
country to which he was accredited
as "a monarch-cursed country," and
several Now York papers long bo
foro tho revolution hinted that it
mieht bo expected at any momont.
Suspicions having been aroused, tho
Glovoland Government sent out Mr.
Blount to invostigato tho conspiracy
on the spot, and Tils roport, accord
ing to tho Now York Nation,
"Shows cloarly that tho revolution
was n put-up job of Stovons's, prob
ably to somo degree a commercial
speculation, as nearly all Blaino's
diplomatic enterprises woro. Every
stage, in it reflected tho highest dis
credit on tho Govornmont and pub
lic sorvico of tho Unitod States.
Tho discredit is cortainly of no
ordinary kind; for tho action of a
foroign Minister bocoming tho centra
of a conspiracy for tho overthrow of
a Government to which ho is accre
dited, and setting up a sham Gov
ornmont with tho aid of his own
navy undor falso pretences, is con
duct which is raro if not unprece
dented; and the Democratic party
contend, and justly, that tho honor
of tho Uniteu States demands full
restitution. Tins is a courageous
