annexation tho inhabitants of tho
islands would become citizens of tho
United States, unless they chose to
expatriate themselves, or to con
tinue a tho subjects of a foreign

no place olfio to go for a home
or for a domicile. Thoy aro igno
rant of our laws, and of our in
stitutions, and aro incapablo of
self-government under a system
such as that which wo have in the

passed by t ho Congress of tho United
States and all geuoral laws and the
constitution of tho United States

as would tho laws imposed upon

Islands a government for which wo
would not bo responsible and which
would not entitle its citizens to tho
protection of tho government of tho
United Statos. Lot them govorn
themselves in thoir own way. and as
our govornmont should maintain a
neutrality as to tho local govern
ment of Hawaii wo should insist that
all othor governments should
maintain liko neutrality and like
non-intervention. Tho oxamplo
which President Cleveland's admin
istration has sot in roforence to
theso islands will ouablo us to suc
cessfully insist that othor nations
shall maintain a liko policy. Wo
should regard tho soizuro of the
govornmont of Hawaii by any other
powor as casus belli and resist it ac
cordingly. Tho neutrality and in
dopenuonco of Hawaii as to all other
govornraonls is tho policy which
should bo maintained and iusistod
upon by our govornmont. Wo uood
those islands as a coaling station for
our merchant marine, and our ves
sels of war. Wo uood thorn as har
bors of refugo for our commerco
upon the seas. Wo need thorn as
places for mooting and exchang
ing oil tho high seas our products
with tho products of other coun
tries. So long as these privileges
aro grautod to us wo havo no right
to object to liko privileges bolng
granted to other governments.

ance to tho commorco of tho world
nud to the peace of nations that tho
Sandwich Islands should bo guaran
teed by nil governments a separate
aud iudepoudont existence, whose
advantages should Imi shared aliko
by all the nations of tho world, and
which should, under no circum
stances, bo appropriated to tho ex
clusive umi of any one or them. As
believers iu tho superiority nud otll
cacy of republican institutions, aa
compared with monarchical, wo may
indulge tho hopo that tho oxamplo
of our own govorumout aud tho ad
vantages of our civilization may soou
induce the people of Hawaii, acting
upon thoir own judguiont and dosir
iug to promoto their own interests,
to suppress their monarchy and es
tablish iu its placo a republican
form of govorumont. This will re
quire timo aud tho education of tho
masses. In tho near future the edu
cation nocossary to fit that poopio
for self-government will boattaiued.
It is education aud not armod inter
vention that will bring about tho re
formation which every American
citizou should desire.
