(Continued from 1st Page.)
must vindicato our regard for tho
rights of a weak anil dofoncolcsa
One othor mattor is worthy of
consideration, and upon that
thoro is room for honest differ
ences of opinion. Is it desirable
that tho Hawaiian Islands should
l)o annoxod to tho United States?
What would result from annex
ation? Tho so-called treaty which
was submitted by the provisional
governinoit to the late administra
tion of President Harrison and the
Senate for its consideration, pro
vided that our government should
a4iimo tho debts of tho monarchy
and should grant n pension to tho
deposed Quoou and to somo mem
bers of her family. In tho ovont of
annexation tho inhabitants of tho
islands would become citizens of tho
United States, unless they chose to
expatriate themselves, or to con
tinue a tho subjects of a foreign
i:o eminent. Tho nativo llawai-
iatis would becomo cltizons of the
United Statos. Tliey would hae
no place olfio to go for a home
or for a domicile. Thoy aro igno
rant of our laws, and of our in
stitutions, and aro incapablo of
self-government under a system
such as that which wo have in the
United Statos. Tim lawB which
would bo passed especially for gov
ernment of tho islands would bo
passed by t ho Congress of tho United
States and all geuoral laws and the
constitution of tho United States
would bo ovor them as over other
points of tho United Statos. Laws
which would bo passed nt Washing-
ion to govern n poopio wno uau no
representation whatovor in tho law
making power, would havo as little
regard for tho wishos of tho poopio
as would tho laws imposed upon
thorn by tho monarchical form of
govornmont. Iu noithor caso would
tho poopio havo anything to do with
tho making of tho laws which should
f;ovorn. Thoro would bo sorious ob
octions to permitting tho admission
of tho islands into tho Union as a
Slato with two Sonatora and a Re
presentative in Congress. Their
civilization, their habits, thoir
ideas of government will not
assimilato with our institutions and
wo do not noed tho aid of tho repre
sentatives of such a govornmont in
tho councils of tho nation to assist
us iu tho solution of tho trovornmon-
tal probloms with which our poopio
havo to contond. Annexation thoro
foro is of vory doubtful oxpodioncy.
What is desirablo so far as thoso
islands are coucornod, and what is
tho interest of tho United Statos in
reference to thorn? It seems to mo
that our truo intorosts lio in tho di
rection of a noutral and indopon
dout govornmont of tiro Hawaiian
Islands a government for which wo
would not bo responsible and which
would not entitle its citizens to tho
protection of tho government of tho
United Statos. Lot them govorn
themselves in thoir own way. and as
our govornmont should maintain a
neutrality as to tho local govern
ment of Hawaii wo should insist that
all othor governments should
maintain liko neutrality and like
non-intervention. Tho oxamplo
which President Cleveland's admin
istration has sot in roforence to
theso islands will ouablo us to suc
cessfully insist that othor nations
shall maintain a liko policy. Wo
should regard tho soizuro of the
govornmont of Hawaii by any other
powor as casus belli and resist it ac
cordingly. Tho neutrality and in
dopenuonco of Hawaii as to all other
govornraonls is tho policy which
should bo maintained and iusistod
upon by our govornmont. Wo uood
those islands as a coaling station for
our merchant marine, and our ves
sels of war. Wo uood thorn as har
bors of refugo for our commerco
upon the seas. Wo need thorn as
places for mooting and exchang
ing oil tho high seas our products
with tho products of other coun
tries. So long as these privileges
aro grautod to us wo havo no right
to object to liko privileges bolng
granted to other governments.
Heuco it is of tho highest import
ance to tho commorco of tho world
nud to the peace of nations that tho
Sandwich Islands should bo guaran
teed by nil governments a separate
aud iudepoudont existence, whose
advantages should Imi shared aliko
by all the nations of tho world, and
which should, under no circum
stances, bo appropriated to tho ex
clusive umi of any one or them. As
believers iu tho superiority nud otll
cacy of republican institutions, aa
compared with monarchical, wo may
indulge tho hopo that tho oxamplo
of our own govorumout aud tho ad
vantages of our civilization may soou
induce the people of Hawaii, acting
upon thoir own judguiont and dosir
iug to promoto their own interests,
to suppress their monarchy and es
tablish iu its placo a republican
form of govorumont. This will re
quire timo aud tho education of tho
masses. In tho near future the edu
cation nocossary to fit that poopio
for self-government will boattaiued.
It is education aud not armod inter
vention that will bring about tho re
formation which every American
citizou should desire.
William M. Sphixoer.
