Urovur Clovoland lias tho distinc
tion of having committed tho most
unpopular act-of-state tiiat over
emanated from a President of the
United States.
By refusing to profit br tnu in
famous devices of the previous ad
ministration whorouy for purposes
of buncombe a friendly power va
dethroned as the first step in a
scheme of annexation of its domain,
Presidont Clovoland has made hi in
solf tho object ot tho most venomous
attacks over hurled against the
Chiof Executive of tho nation. The
press of tho country has been al
most unanimous in its denunciation
of his course: public men have given
tboinsolves up to violent and viru
lent language in commenting on his
surprising conduct in tho matter:
tho people genorallv, though some
what confused by the startling na
ture of Clovolaud's disposition of
tho Hawaiian problem, have follow
ed their lenders and cried out
against tho rejection of tho proffer
0(1 gift 'of Queen l.iliiiokilani's
realm.
No moro unpopular act, w re
peat, has over been committed by
any Presidont: and nouo moro equit
able and righteous, we hasten to
add.
At tho very inception of the plot
to oust Liliuokalaui from tho throne
of her ancestors, wo pointed out tho
infamy and meanness of tho project
Tho circumstance, wo maintained,
that tho acquisition of tho Inland of
Hawaii would bo of incalculable ad
vantage to tho United States, should
hnvo no part in tho equauiiiioun con
sideration of tho subject. It wax
not for us to decide whether it
would bu profitable for us to seize
upon tho realm of a defenseless but
friendly sovereign, but whether it
would bo fair for us to do so. Wo
know from precedent ami example,
how England, or Germany, or
Prance, or any other foreign gov
ernment, would behavo in a similar
omorgoncy: but tho genius of Am
erican institutions is so radically
difforont from that of monarchial
govornmouts that their eoureo of
conduct could not servo as a guide
for us. Wo persistently warned tho
Prosidont and his. immediate col
leagues against tho evil ot imitating
tho conventional procedure ot othor
countries whou the opportunity pro
soutod itsolf of grabbing tho posses
sions of a weaker power. During
tho universal agitation attending
tho brutal attempts of Pratico to lay
hold of tho count r of 1 7 Siamese
peoplo a people uuuo virtuous than
vigorous, and quite incapable of do
feuding theinselvos against thoaupe
rior forces opposed to them -wo
took occasion to remark that "it
doos not soeiu to have occurred to
tho goutlotuon who are commenting
so sovoroly and virulently on tho
outrageous manner ot trances treat
ment of Siam that tho conduct of
tho Fronch republic iu this matter
is vory little worse than that con
templated by tho United States iu
tho casoof Hawaii." Without tho
shadow of a right, tho Government
was urged by tho main bodv of
journalists and legislators lo profit
by tho internal disturbance of a
friondly power to take forciblo pos
session of tho troubled country.
When this step was contemplated
thoro was none of the toplofty and
moralizing utterances that bavo fol
lowed tho unconscionable conduct
of Franco toward tho poopln of
Slam: thoro was instead a lot of
spread-eagle, buncombe oratory, iu
which figured such phrases as "thu
Christianizing glory of tho stars and
stripes," "tho eradication of tho last
descendant of an olToto cannibalistic
lino of mouarchs," and ''tho predes
tined sovereignty of tho Pacific"
In nouo of its ossontial feature ha
tho behavior of Franco in this in
stance been materially moro con
demuablo than our own would hav
boon but for tho wisdom, prudence,
and justice of tho Xatioual Admin
istration that closed its ears to the
nonsensical demands ot a public
that didn't know what it was talk
ing about.
Ono of tho caut epithets put up
tho Presulont's policy iu this aft
ion
air
is that it is "uu-American
Only
tuo most urazeu hypocrisy or pur
blind partisanship would outur,
upon that obvious deceit.
Tho President's policy is distinctly
aud distinctively American. If ft
isn't American, genuinely and char
acteristically American, it isn't any
thing. It certainly is not tho policy
that would havo been pursued by
England, or Franco, or Itussia, or
Gormany, or Spain, or Italy, or auy
othor powor under the sun except
the United States. No country
aud no people oxcept our own
could havo brought forth a po
licy so unselfish, so just, aud so
houest. Tho President and his col
leagues, convinced by information
of indubitable accuracy that a mon
strous wroug had been committed
in tho name of tho American people
aud uuder tho violated authority of
tho Government, bravely aud boldly
determined to right that wrong.
They docidod that the stolen goods
should boroturued. Of course, those
who had played tho principal part
in tho robbery protect ngahibt such
a course. Unfortunately, too, thoy
havo succeeded in corrupting tho
public conscience seducing it by
artful reminders of the magnificence
