The Record of Republics.
Editor Bulletin:
In Ihcso piping days of pence,
when It Hcciiia to le tho fanliton for
ovuryouu to take a hand iu political
nlTairo, tiimliliiiK over tit roues, hatch
ing ropublius ami framing constitu
tions iu a free anil easy sort of a
manner, and without the stem neces
sity of loRitiR a uieal in doing so,
perhaps it would not bo deomou an
outruge on your readers if your hum
ble subscriber were to modestly chip
in and say his littlo say.
While wo are all so anxiously
awaiting the decision of Ihe gentle
man who presidos ovor the destinies
of the great American republic with
regard to tlio Hawaiian Jsianns. lei
us take a glance back over the histo
ry of the world since the establish
ment (if republican institutions, and
see what it hns to ofTer as an induce
ment for the adoption of that form
of government hure iu preference to
any other.
In the year I77l5. when the inde
pendence of the United States wm
acknowledged bv Uritalu after a war
which reflected more credit ou
Americans than it did ou Britain,
tile world was promised that so
glorious and brilliant would the ex
ample of republican institutions bo
tluil wlthlu a very few years all
countries would follow the example
of the American Stales and do away
with utTelo monarchy and bloated
aristocrat', and indeed it looked as
if such might be the caae when the
French revolution took place.
Hut within a very few years the
dream vanished, and the lift check
to tlio bright anticipations was
given amid the storms of war and
the outflow of torrents of blood.
The friends of freedom iu Kurope
woke to the startling iuc.ongruity of
glorious freedom and the equally
glorious Declaration of Indepen
dence side by side with one of the
most monstrous institutions me
world has ever seen Slavery. From
that curse the country was purged
only after one of ihn most bloody
wars the world has ever read of, and
compared uilli which the wars of
the idises were but a skirmish.
lint ereit after getting rid ot that
curse, in no other rcioot was Amer
ica reformed or pitritled, but ou the
contrary the very war which broke
dowu the league of slaveholders gave
birth to n system oi corruption, ihiiu
social and political, such as is uu
equaled anywhere on the.face of the
glolhi outside uf iiussia and Turkey.
Them we may cxim-cI tyranny aud
despotism from the fact that of or
is placed iu the hands of reigning
tlespots who personally may be pure
but who are not always able to pro
vent the demoralizing corruptiou of
olllcials, from ministers of statu
dowu to custom house clerks. Iu
the Stales, however, no such excuse
exists, as the power is iu the hands
of the sovereign people. The oo
pie rule. (At. least so wo are told.)
llere, at any rate, are no kings,
dukes, privileged classes or state
ehtircli, upon whom the blamo cau
be laid.
The republic starts out as an in
structor and example to mankind,
out iu no other country is mem
such disparity of conditions. The
princely resiliences of such meu as
Uisiiiarck, Salisbury, Gladstone and
others are the moiiuiiiuuts of cen
turies which no money cau build,
which cannot bo created iu a day or
generation, aud which the New
World cannot command Yet where
moiturcliictil Kuropo has one million
aire the republic of America has a
dozen, wielding a power, a purchas
ing power far beyond that of the
monarchical millionaires. With this
power he ma and does buy not only
the itidividtiiil but buys (at least
manipulates) the press, trades and
even governments to subserve his
own purse proud luxury. With ever
increasing wealth ou the one hand
thorn is nbotiuuiiig mid Increasing
poverty on the other. Yet ou the
fourth ot this mouth, w lieu our He
public was foii-ted into existence, the
declaration of rcpuhlicau institu
tions WHi repeated with sonorous af
firmation liv btnicoinlRi orators
(ashore and alljat): "We hold these
truths to be self-evident, that all
men are created eiiinl, that they are
endowed by l heir Creator with cer
tain iiintiouahlo rights, that among
thoe are lite, liberty and the pur
suit of happiness," etc.
It needs no lHackxtoniau commen
tary. Sulllciutit are the phrases, the
Coxevites and I'lillinnn strikers.
Fun her in this the greatest of all
iiopublies witness the atrocious cus
tom of lynching carried out chiefly
ou negroes, Iu ouo week during last
Slay, ou one plantation alone, iu a
Southern Slate eiglit negroes woro
lynched for assaulting a white wo
man. Had she Imhui a negress as
saulted by whites the law would
doubtless have takeu its course aud
the while men had been tried. So
much foi the inalienable rights with
which we are endowed by the Creator
iu America. Are they to be dilTer
eut iu our republic! Surely they
will or ve, the latest effort iu the
republican line, will be no better otf
than all stiith productions elsewhere.
Lei us ask some of our more mo
dern Solon to littui a look al more
modern republics, iu South America,
where ihe political revolution effect
ed by Franklin, Washington, etc,
was imitated. The In-lory of the
several republics has bceu otie of
constant inter-stato war?, with such
little variations as domestic insur
rections and the despotism ot mili
tary and political adventurers whose
sole object has been the plunder of
