Sinro our article on the water
question appeared yesterday, our
attention has been called to an
officially advortisud extension of the
time for receiving tenders, from the
1st to the 11th of September. The
Government ought to be prepared
to show very good reasons for this
additional delay. In tho first placo
there was loo much delay, by at
least six mouths, In calling for tend
ers. Then, when ouco called, the
time is farther protracted for ten
days, after six or eight firms iu the
United States had their bids already
in tho Government's hands. Every
thing does not seem to bo above
board in this matter, and the Bulle
tin will closely watch tho sequol Iu
the interests of tho public and of
Germany, at 10 cents per pound.

It is not tho first time Honolulu
haibeen fooled with tho glittering
promise of foreign capital being ail
ready, wheu valuable aud negotia
ble franchises have been projected
from the brains of speculators. Now,
if the Councils are to bo askod to
undertake legislation directly affect
ing tho most important community
iu tho islauds, let tho promoters bo
peremptorily required forthwith to
put up or shut up. Monoy talks
aud a moiety, or soiub respectable
proportion, of the large amount of
foreign capital (or an electric rail
way, deposited either iu tho treasury
or in one of the local banks, would
bo of more value that 50,000 pages

Tho royalists ought to be satisfied
with the quality of tho juslieit which
is being served out to them by tho

has been tuuleted f.'AX), aud ltawlius
has got a verdict of more than SfXWO
against MeChesney. Atlierlhtr.
As this is the first jury panol on
record which has beeu constituted
upon party lines, its uiouiura doubt
less feel a peculiar respoubibility
owing to the uuusual burden. What
the royalists hate to do, however,
with tho libeling of a republican by
the Gazette Company is something
no follow can understand. The
paragraph quoted above is a down
right iuBull to the jury. It is im
probable that one royalist iu a score
ever had tho faintest suspicion that
justice would sudor iu tho bauds of
the good uieu and true who form
the present jury pauol. Thoy are
