Sinro our article on the water
question appeared yesterday, our
attention has been called to an
officially advortisud extension of the
time for receiving tenders, from the
1st to the 11th of September. The
Government ought to be prepared
to show very good reasons for this
additional delay. In tho first placo
there was loo much delay, by at
least six mouths, In calling for tend
ers. Then, when ouco called, the
time is farther protracted for ten
days, after six or eight firms iu the
United States had their bids already
in tho Government's hands. Every
thing does not seem to bo above
board in this matter, and the Bulle
tin will closely watch tho sequol Iu
the interests of tho public and of
clean government.

It is not tho first time Honolulu
haibeen fooled with tho glittering
promise of foreign capital being ail

from the brains of speculators. Now,
if the Councils are to bo askod to

a detailed account of which will bo
