all the means at their disposal, con
sistently with tho Law of N'atitfus.
During tho past three decades of

gress of the country in civilization;
and being sonsiblo of the evils in
separable from complications with
foreign States, it has always bees
Our pleasuro to instruct Our Minis
ter oi States to labor for the pro
motion of friendly rotations with
Our troaty Powers. Wo are grati-v
fjed to know that the relations of
Our Empire with those Powers have
yearly increased in good will and in

such a conspicuous want of amity

of the Orient. Judging from her
actions, it must bu concluded that
China, from the bcgintiing, has boon
bout upnu sacrificing peace to the
attainment of her sinister object. Iu
this situation, ardeut as Our wish is
to uroniote the nrostitre of the coun
try abroad by strictly peaceful
methods, We iiud it impossible to
avoid a formal declaration of war
atrainst China. It is Our earnest
wish that, by the loyalty and valour
of Our faithful subjects, peace may
soon be permanently restored and
the glory of tho Empire be aug
mented and completed.
