TOO MTJOH OF A HUBBY.
What a sweat the promoters of an
oluctric railway franchise are int
They canuot wait two or three
months for the regular Legislature,
but are besieging the Councils to
pass the legislation for them. There
is something suspicious-looking
about this unseemly haste. Are the
projectors counting on getting an
unduly favorable charter hurried
through tho Councils, where noth
ing gets as good a sifting as a mea
sure would in the Legislature, with
its two houses numbering more
than tho Councils. The talk about
the ignorance or iudllTornuce of
couutry members regarding Ho
nolulu's interests is nonscuso. I'&at
oxporieuce does not justify fears on
this score. The country will soud
some as good heads to the Legisla
ture as will the city, aud they will
deal with llouolulu measures, with
out presumption aud without pre
judice, on their merits. Ouo of the
greatest reasons for having the Coun
cils leave the mattor alono is that it
has not been fully discussed in the
community. Unless more argumunt
be produced than has thus far been,
to show that an electric road would
bo profitable, it will bo promotive of
a possible swindle on foreign capi
talists to grant n charter at all.
There is also room for strong doubt
that it would lie wise to havo olectric
motors on our streets until this
modoof locomotion has been further
perfected and freed from disadvan
tages aud dangers which as yet keep
it far from being an ttudisguisud
blessing. The President aud Cabi
nut will do well to preserve their ap
parent reluctance to have the Coun
cils instead of tho Legislature deal
with tho maltur. Petitions to move
them from this attitude oro got up
by the interested speculators aud
should be accorded no weight.
