There has been presented to us
the draft of an act to incorporate
the Honolulu Electric Railway and
Power Company. It will be remem
bered that this paper a few weeks
ago opposed the dealing with this
proposed charter by tho Executive
and Advisory Councils, as the legis
lative functions of these bodies
ought to be regarded as still of a
provisional character and not right
ly competent to give finality to so
large a proposition. It has beea
privately urged that thore was great
importance to tho projectors in be
ing chartered with the least possiblo
delay, one of the reasons being that
at present material for construction
of an electric railway system is
cheaper than it is likely to be
again for an unkuown period. Since
tho matter was first broached, how
ever, so much time has elapsed with
out auy sign being made by the
Councils, that ll is not likoly the
scheme will be considered, legisla
tively, until it is so by tho regularly
elected Legislature. This is well.
The matter is too important and
far-raaohiag in its relation to tho
futuro wolfaro of Honolulu to bo
rushed. Awaiting tho assembling
of the first Legislature of tho Re
public, there will bo time enough if
it is improved to thrash out the
differeat points of the charter draft.
Aa opportunity is also left to ob
tain information regarding chartora
for similar works in other cities.
Steps havo been taken on behalf of
this papor to procure a copy of what
is deemed a model charter, so far aa
tho publio interests are concerned,
aa a help to thorough discussion.
In the meantime tho draft before us
may be considered in a general sort
of way. Out of $026,000 of capital
stock the promoter allot them
selves 1125,000, or 20 percent, of
non-assessable stock for their own
compensation and profit. They
claim that this largo percentage is
ouly a reasonable compensation
when they will have to wait a long
time for any return from tho invest
ment. This is a question for investi
gation in the liht of similar under
takings olsuwhere, but it would ap
pear to ono on tho outside as if tho
proposal was not calculated to make
tho commou stock g fast, with tho
genoral publio. Thoro aro but few
provisions in the draft for the pro
tection of the publio aud securing
tho best possiblo service. It opens
the way for perpetuating and accen
tuating a fraud on the publio such
as was stupidly allowed in the char
ter of the Hawaiian Tramways Com
pany. That is, in navmg not one
system but several, each with a
separate faro to be paid on chang
ing cars. The proposed electrio
railway is like a weaver's thrums, it
has so many euda or termini. There
is no provision for transfers, so that
the inforonce is, aa in the case of tho
horse cars, thore are to be separate
lines without the slightest attempt
to make connections at intersections,
aud people would have to pay sev
eral fares for riding a much less
distance tbau one fare carries hi
cities of the United States. There
is nothing in the bill, indeed, to fix
a maximum rate of fare or distance
to be covered by one fare. The pro
moters surely caunot have oxpocted
that our law-makers would be so
green as to allow the bill to go
through with such a glaring omis
sion. An electrio railway that would
run to all parts of the city and
suburbs would be a great boon, but,
until it cau be gained without dis
counting publio interests for many
years in advance, Honolulu had bet
tor do without it. We beliove now,
however, after having given some
few weeks of thought to the matter,
that a system of electrio rnilway
could be devised, with all public
interests protected, which would re
pay the investment without a very
long period of waiting for profits.
Aud it is safe to say that the better
the people are served, tho sooner
will profits materialize aud larger,
too, thau through any schoiue that
would take tho publio by the throat.

not bo granted,
