Party platforms for elections cau

tbo candidates endorsing them, are
going to do if thov obtain tbe oppor
tunity. Their skelotous aro fre
quently mere assertions of principles
that almost anybody will accept,
built upou with glittering general
ities that it is supposed will attract
popular support. Such a structure
padded with a few strong declara
tions conservative or radical ac
cording to which the authors may
deem the more effective for catching
votes is the average election plat
form. There is little departure from
this description in tbe platform
adopted by tbe Amerieau Union
party which has already been laid
before our readers. It opens with a
declaration that the chief mission
of the party shall continue to be
elTort to secure annexation to the
United States. Anything declared
to the contrary, or even the omission
of this declaration, might bo regard
ed as rather astounding as the pro
duction of a party whose leaders
went into the revolution of 1803
mainly, according to their profes
sions then, to secure annexation.
Still there is deep significance dis
coverable in the declaration. Every
body who would not accept the re
publican form of government as a
finality, with or without annexation,
has been disfranchised, whilo every
body accepting that form is left freo
to rote for or against furthor effort,
for the present at least, to securo
annexation. This statement of the
case is not auecteu iiy tne tact mat
the policy of annexation is in the
Constitution. There is also in the
Constitution a mode of having auy
or nil of its provisions changed, so
that it is perfectly constitutional,
and in nowise violative of the oath
of electors, for any party to contest
the l'Ttion under an open intent
to have the policy of annexation
deferred indefinitely, ilero, then, is
where the declaration of the Ameri
can Union party is important. It
signifies that there is a division in
the ranks of the "brave" aud the
"faithful," who have supported the
Provisional Government from the
first, ou the question of annexation.
This had already to some extent
been made manifest by the declara
tions in favor of the independence
of the republic by several candidates
ou the other islands after their
nomination. Therefore, the execu
tive committee of the Americau
Uuiou party took a shrewd precau
tion when they decided to take
pledges of all would-be candidates
before balloting for a choice among
them. There is at the same time a
suspicion that the pledge was a safe
one to take, like those taken at every
election for sevou years against
Asiatic immigration. Oahu fur
nishes six Senators out of fifteen for
the whole group, aud six Uepresen
tativos out of fifteen, or twelve legis
lators all told out of thirty. Mem
bers from the other islands will be
an almost solid phalanx of planters
aud men under the thorough con
trol of plauters. It is not generally
believed that the planters are eager
for annexation so long as they get
American commercial reciprocity
with a duty or bounty attached, aud
with their system of cheap contract
labor left uudisturbed. This first
aud main plank iu the platform
may, therefore, in view of all the
foregoing related circumstances, be
regarded as having as much tiusol
to it as the average platform mate
rial. The framers of this platform
are, iu our opinion, honest, aud
many if not most of their candidates
siucere iu their pledges, but while
preseut sugar conditions prevail it
will be hard to bring the legislature
about to be elected up to the scratch
ou the first plank of the platform.
