President Cleveland Criticized for Hit Neglect of Ui, Inquiry at the Navy Department in Washington develops the fact that there la no deposition to again station a warship at tho Hawaiian Islands for the protection of Ameri can interests in the uevr republic. No United States warship has beuu stationed at Honolulu since the flag ship Philadelphia was ordered away last sunimor, and it is said at the department that none of the ressels on tho 1'acifie Coast is at all likely to be sent to Honolulu, for the pre sent at any rate. The general theory is that there is no occasion for such action. Con siderable surprise is manifested at this policy in view of tho fact that Admiral Walker, in his olllcial re ports, shows the urgency and im portance of naval representation lu that nuarter co-eoual with tho Bri tish force maintained there, and tho further fact that there are now at San Francisco five warships ready for immediate sorvico, with no special demand for auy of them at any other place on tho Pacific sta tion, unless it Ira Samoa. The ad ministration is, apparently, as averse to sending a ship to Samoa ai it is to keeping one at Honolulu, and tho result is that six available ships, in cluding the Montoroy, are now tied up in idleness on the Pacific Coast. When tho Philadelphia was with drawn from Honolulu in spite of Admiral Walker's protest, it waa ollicially stated that there was no other available vessel to take her place, most of the vessels lHiug on duly patrolling liehring Sea. rhey were relieved Train thai uuly over two months ago, and have since un dergone repairs at Mare Island, and reports to the department show that all of them are now ready for sea service. The fleet includes the flag ship Philadelphia, and the Benning ton, Mohican, Alert and Hunger. The three last named ships are par ticularly well adapted to cruising in tropical waters, it is expected that they Mill be distributed about the station in a short time. Inasmuch as tlioio is no demand for them along the west coast of Central and South America at prenent, there would seem to bo no good reason why at least one of them should not go to Honolulu. Cleveland and Uie Ialanda. yw Walker correspoutleucu is Ukely to cause considerable friction Iwlween Congress and the Executive Department of tho Government. It seems impossible to avoid the con clusion that the Secretary of War, acting under instructions from the President communicated through the Mate Department, created an opportunity for tho royalist party to make an effort to recover possession of the Hawaiian Government. The order withdrawing tho Philadelphia from the islands without replacing the vessel with another of the same class certainly indicates a disposi tion to allow the lmusii parly llio considerable Advantage that would arise from exclusive possession of the field. Congress now propones to in quire why ho important a point in the range of action open to this Govern ment should be abaudoued at a critical period. Among the forty five vessels composing the new navy oue might have been spared to sus tain the avowed policy of this Gov ernment to protect the islands from foreign interference. It cannot be urged iu extenuation of the singular course pursued by the administra tion that there was no risible danger. Tho hostility of the Driliah to Amer ican inlliii'iici twin not coucealed. The adiiiiiiburaliiiu wits kept inform eii ti) Admiral Walker of what would pmli.tnly happen if tho island dov ernuiout mhm I ft to cope with the r yu'istrt and Hr.tibli iullueuce with lint tali war vessels at their dis posal. And et I'ri'sidi'iil Cleveland sti inn to have created the oppor tunity the royalists uud Uritisli were working ftr. It is not auppouhto that tue President was acting against what he conceived to be the best in tereats of the United States liul lie had at the begiuuiug of hia second administration declared against auy especial cxurciho of influence by the United Slates in the affairs of the islauds and he was too stubborn lo change his policy at the mandate of CougicB. He used the power vested in him as commauder-iu-chief of the army and navy ot the United States to etTect the defeat of the policy CougreBs had adopted. While President Cleveland uiy have been conscientious iu the course he pur sued, his persistence iu antagonizing the policy of Congress is at least unfortunate. S. F. Cad, Tho Y. K. 0.
