Thursday is designed to do away

hibits any person, company or cor
poration from bringing laborers
into tho country undor contract of
service, oxcopting upon tho written
approval by tho Board of Immigra
tion of tho contracts under which
such laborors aro to bo introduced.
Tho penalty for importation of labor
contrary to tho law is to bo $300 for
each offonso, and tho master of any
vessel bringing laborors contrary to
tho law shall forfeit $100 for ovory

Today, the thirteenth anniversary
of its birth, tho Daily Bulletin is
enlarged again, aid changes from a
four-page to an eight-pago form.
This change is in consequence of in
creased advertising patronago the
last quarter of 1891. Although the
boom that then sot in has boon
checked by tho revolution, it is con
fidently believed by the Bulletin
management that tho raising of mar
tial law will bo followed by a now
and prosperous era of business ac-1
tivity. Tho Bulletin started in
printed form on February 1, 1832,
having only fivo columns of matter
of which all was coinposod of adver
tisements but 11 small local itoms.
Before appearing in print tho Bulle
