Thomas Dunn is the nuniu of a
man who is now on the nick list of
the United States Philadelphia and
guarded night and day by a ma
rine. Mr. Dunn's troubles date
from the time when the ship was
at Mare Island navy yard last,
during which tinfo lie had the mis
fortune to fall overboard. A life

that it struck the man on the fore
head, witting quito a gash thereon.

being probed, and everything was
supposed to be all right with the

has developed strango symptoms,
bordering on insanity, so much so
that it has been deemed necessary
to place him under guard night
and day. It is supposed that in
the Mare Island accident a piece of
the frontal bone was fractured and
that it is now pressing on the man's
brain, causing temporary insanity
at periodical intervals.

Chinese Bureau of the Foreign
Office has been more than busy the
past few days. So far he has issued
1345 labor contract certificates, of

day. Sixteen return permits have .
been issued to Chinese who intend
to lake passage on the City of I
Pekin, due here on Saturday. !
The R. M, S. S. Monowai, 2130
tons, Capt. M. Caroy, after an ab-
! sence of seventh months, arrived
in port at 9 o'clock last night. She
left Sydney on tho 13th inst. at 5
p. m. and arrived Auckland on tho
17th at 10 p. m. Left Auckland
next day at 2:30 p. m. and arrived
at Samoa on tho 22d at 10 p. in.,
made a stay of six hours and arriv
ed here as above.
