furnishod by the government.
Sonator Brown moved that tho
Senate tako up the consideration
of tho report, which enrriod.
At this point Major Potter pre
sented the message of tho Pre
sident. Tho rending of tho rules oenn

judgo was sent for t swoar in E.

Mr. Hanuna insisted on having
Mr. Winston qualified boforo any
business was done. Ho carried
his point, and a recess was taken .
Chief .lustico Judd was fetched
in a few minutes and administered
the oath to Mr. "Winston.
Mr. Robertson presented tho
report of tho committee on rulos,
which on motion was accepted to
bo considered with the rulos.
Tho consideration of tlio rules
ono by one in thoir order was
then bfgun.
Mr. Kamauoha interrupted the
consideration with a motion to
defer, as members ought to tako
tho rules homo with them for
private inspection.
Mr. Hanuna wanted to go right
along. Tuu Houso could not do
business until it had rules.

Mr. Hanuna. r.oso to tho point
that tlio motion was as far out of
order as tho ono just withdrawn.
No ruling was (,'ivon and the
motion earned.
Mr. Robertson, on the pay of
ollicois, explained that tho com
mittee had thought best to fix tho
pay of other officers, hosides tho
chaplain, by rule instead of leav
ing it to resolution cf tho House.
Tho pay recommended for ouch
olhcor :s as follows: Clerk, a
day; chaplain,!;, a dny; porgeant-at-arms
and inutisungor, 13.50 a
tiny . Tho pny of tho interpreter
(W. Luthor Wilcox) is not men
tioned, as ho is au official of tho
Government, boing interpreter of
the Judiciary Departmont as well
as ono of tho District Magistrates
of Honolulu.
Mr. McBrydo thought that, in
proportion to tho work done, the
chaplain's pay ws too much as
compared with that of tho serg-eant-at-arms.
Ho movod that tlio
chaplain's pay bo made $100 for
tho session as in the original
draft. Carried.
