Hitherto the surteyor at .Vancouver for
the San Francisco Hoard of Underwriters has
declined to pass Iron vessels with sand-ballast
for lumber cargoes, thus putting Iron and
wooden vessels on the same looting. The
ship Karl of Hopctoun, (Captain Hall), how
ever, recently arrived In sand-ballast from
Valparaiso, took a stand, and refused to sub
stitute stone for sand. To change the ballast
would have cost about 181 KJ, without taking
Into consideration the necessary delay. The
result Is that sand-ballast has been accepted.
And why not r In wooden vesscls'thcre Is a
danger of sand Interfering with tho working
of the pumps, but not so with Iron vessels;
and If a vessel gets a hole In her, stone would
not prevent her sinking any moro than sand.
Owners who have been unfortunate enough to
have such unnecessary outlay Indicted on
