lie it enacted by the Lcyislature of the Republic of Hawaii:
Section 1. Section 2 of nn Act untitled "An Aoito permit
tho Hawaiian Tramways Company, Lirnitod, to use and maintain
Elcctrio Traction," being Chapter 74 of tho Laws of 1800, is
hnroby amonded by adding thereto fivo paragraphs to bo num
bered paragraphs 4, G, G, 7, and 8, us follows:
1. Tho authority granted by this Act to ubo and maintain
oleotrio power for moving cars must bo mndo ueo of and tho
application of olootrioity for Baid purposo complotcd nnd put in
good working order prior to January 1,1897, otherwise tho author
ity oonforred by this Aot shall ceaso and detormino on the data
5. Tho mothod of application of olootrioity to said pur
pose shall bo subject to tho approval of the Minister of tho
Interior, and no uso of olootrioity shall bo madu for tho pur
poso aforosaid until tho approval of said Minister has bocn ob
tainod. Every oar shall havo attnehod to tho front ond when in
oporation a lifo saving soreon or fender of such pattern or do
sign as may from timo to timo bo approved or dirocted by tho
Ministor of tho Interior.
G. The Minister of tho Intorior shall also havo powor
to muke rules and rogulations govorning tho application of
olootrioity to tho moving of oars, tho spood of oars movod
by olootrioity, the frequonoy of oars, tho places of stopping, tho
length of timo which onis may roinain at any ono placo, tho clean
linoss of oars, and all othor muttors oonnooted with tho use of
eloctrioity for tho purposes aforosaid.
7. No person shall bo employed us a motor-man or driver
of a car unless ho has recoived a licouso from tho Minister
of tho Interior. Tho Ministor of tho Intorior shall havo tho
right to rovoko tho license of any motor-man if in his judg
ment tho publio safoty requires it. A foo of Ono Dollar ($1.00)
shall bo ohargod for liconsos to motor-men.
8. Failuro to comply with any provisions heroof or any
rogulations mado by tho Minister of the Intorior shall subjoot
the Company to a penalty of Fifty Dollars ($66) for each offonoo
to bo rooovorod boforo tho District Court of Honolulu.
Section 2. This Act shall tako offoot from and aftor tho
date of its publication.

AN ACT TO REGULATE THE GIVING AND FILING OF
BONDS ON MOTIONS FOR. NEW TRIAL, APPEALS,
EXCEPTIONS, WRITS OF ERROR, AND TO REGU
LATE THE PRACTICE THEREON.
Be it enacted by the Legislature of the Republic of Hawaii:
Section 1. Whenevor, in a proceoding boforo any Court,
on a motion for a now trial, or on an appeal, or upon an applica
tion for a writ of orror, or upon exceptions, a bond shall bo ro
quirod for cost3, or against the removal or disposal of property
liablo to execution, it shall bo suflioiont to givo ono bond, in an
amount to bo fixed by the presiding Judgo, which may inoludo
both soourity against oosts und ngainst tho removal or disposal
of property, and no other or further bond shall bo roquirod,
and such bond shall romain in full foroo and effect until the
final termination of the whole proceedings so pending in such
court, or until the final determination boforo tho court to which
such motion for new trial, petition for writ of orror, appeal or
exceptions, shall or may bo taken.
Section .2. No bill of exceptions or appeal shall be dis
missed for any informality or insufficiency of any bond, unless
upon noglect of tho party filing suoh bond to comply with an
order of a Judge dircoting an amendmont of such bond aftor a
reasonablo timo of not loss than 24 hours, which shall bo givon
for suoh purposo.
Section 3. The bond roquirod in tho first soction of this
Act shall in all cases run to the Clerk of tho Judiciary Depart
ment, and to his successors in such office. It shall be conditioned
for tho payment of all cost3 to arise subsoquont to its filing, and
against tho removal or disposal of proporty.
Section 4. Whonevor any person for whoso bonofit suoh
bond has boon filed shall bo entitled to a rooovery thoroundor,
an action may bo brought in tho appropriate court, in tho namo
of tho Clerk of the Judiciary Departmont for tho uso of such por
Bon, but on no account shall suoh Clerk bo liablo for any of tho
costs, damagos or expenses of suoh suit, nnd any judgment ro
coverod shall bo payablo to tho person for whoso uso suoh suit
was institutod and suoh person's rooeipt shall oporato as a com
plete satisfaction of judgmont.
Section 5. This Act shall tako offeot from its publication.
