EVENING BULLETIN, SEPTEMBER

Editor Bui.lktin: It is pain
ful to linvo to udmit that cholera
is making strong headway in our
midst and that there is such
Btrong probability of its spread
ing to tho other islands. So far,
I belie vo, almost everything that
could bo thought of, toward stay
ing tho plaguo, has been dono by
evoryono who reads, thinks, and
roasons. Still a few suggestions
may bo ofl'orod. Tho streets in
many parts of tho city I have
observed roquiro sweeping, and
much rofuso, such as decayed
fruit, vegotablo mnttor, etc.,
1st. Lot tho road supervisor
dovoto all his timo and onorgios
to scavenger work, and the
repairs and making can take a
rest till a moro congenial time.
2nd. Stop all irrigation with
out exception, and sprinkling of
tho stroots with water should bo
abolished for tho present. Tho
reasons aro obvious, and mod not
3rd. Ono drugstore, at least,
should bo kopt open day and night,
much differonco of opinion boing
among us as to "tho remedies.''
Tbo various druggists uro all ro
epousiblo men, and they might
tako this duty in turn.
4th. A liquor saloon should bo
placed on tho same basis, or at
least all should bo allowed to bo
opon during tho regular hours
5th. Lot tho pastors of tho
churohes and all pious womon
and children pray for the strong
trado winds, for so many yeura
our most ofliciont "officer" of
Gth. It might bo considered
advisable to burn sulphur, stock
holm tar, otc, etc., at night in
what aro supposed to bo particu
larly tho dangerous places. This
was done in 1881. Smoko and
odors omanating from Biich sources
are notoriously healthful, and
death-dealing to poison.
Now utterly rofuso and stay tho
importation of what is known as
sulci. I have taken a good doal
of trouble to look into this so
called wine, and my investigations
prove, that thero is enough
growth in ono tub of tho liquor to
account for the doath of all of us.
A liquor dcalor E. W. long in
tho business assures mo that no
Japanoso will drink saki without
it being boiled, or as they say
cooked, and I havQ.beon told by a
Japaneso morchant that, without
that process, thero are in it poi
son breodors to destroy all huuiun
lifo, by every blood disease,
whether typhoid fover, stomach
aolio or ailmont of tho bowels,
and I heliovo tho abovo to bo
Without in any way blaming
nnyono, it was a fearful blunder
to locato u cholera hospital in. its
present position. Anyone know
ing its locality must concede that
it was a blunder, health condi
tions there boing notoriously bad.
It is to bo hopod that thoso
ohoson to assist tho seniors of
districts have beon well chosen.
Lone rosidonco, knowlodgo of tho
native raco, its languago and
customs, play a large part of our
gamo of success; and suoh cun
undoubtedly procuro the most
reliablo information for head
quartors. There aro no politics now it is
shouldor to shoulder, and I,
although withholding my name,
can be oallod on to porform any
duty without chargo night or
day, for the boneflt of my adopt
ed, troublod country.
I commend this letter to the
Board of IToalth and its grand
corps of workers.
