This is good, sound reasoning.
Obviously thoro aro two things to
bo determined lirst, whether wo
want to annex Hawaii, upon
which tho people of tho United
States aro not a unit; and, second,
if annexation be expedient and de
sirable, in what wuy may it bo
best accomplished. In other
words, it is much wiser to settle
tho principle first and lot tho in
cident follow than to adopt an
omnibus resolution which shall
embrace annexation and its dotails
and possibly load to grave compli
cations, and certainly to legal mud
dles and mazes.
Tho Sun is of tho opinion that
Hawaii's destiny is to bo a part of
tho American Union. Possibly
so, but the question is as yet open
to discussion. Tho United States
has expressed itself strongly
against Hawaii coming under tho
dominion of any foroign powor,
but from that it does not ncces
surily follow that it should bo
como on ii.togral portion of tho
United Statos, ami wo venture to
say that public opinion would bo
decidedly antagonistic to Hawaii
coining into thy Union as a Stale
without tho probationary period
which a Territory must undergo.
Texas and California are not
cases in point to tho contrary, for
tho conditions aro so unlike as to
niako comparison diflicult, if not
In any event, there is no pro
bability that tho Spalding resolu
tion will rccouo allinnativo action
or fuvoiublo indnisomont at tho
prosont. As wo understand tho
situation, the peoplo of Hawaii
must make what is practically a
unanimous inquest before tho
question of annexation will bo
seriously considered by Congress,
and that ceilainly has not been
done. Wo recognize tho existing
Government for all ollicial pur
poses, but something moro than
its request would bo needed to
got tho United States to approve
of tho annexation of tho islands.
