for Canadian dofonBO. Canada
has nearly 4000 miles of boundary
linos botwoon horsolf and tho
United States, 2000 of which, at
least, is but a geographical lino,
and yet thoro is not a fortification
or oven a military post on all that
extent. Nor has tho mother coun
try over felt tho noed of such de
fense or raado tho first move to
Canada would indeed bo at tho
mercy of tho groat country in tho
evout of hostilities. Thoro are
only two fortifications in all of
Britain's Atlantic domain, and
butouo on tho shores of the Paci
fic. Tho two on tho Atlantic aro
a small fort at St. John, Now
Brunswick, and a great fortifica
tion and dockyard at Halifax.
Both of theso were designed and
aro maintained against possibili
ties of attack from other antici
pated foes than tho United States.
Tho samo may bo said of Esqui
mau on the Pacific. That, too, is
a naval station for tho convenience
and protection of England's naval
power in those waters.
England is equally indifforont
to tho possibilities of United
States nggrossion in tho Dominion.
More than twenty-four years ago
sno reduced her imporial strength
to 2000 mou, theso forming for
tho most part tho garrison at
Halifax. It has boon Kept at that
minimum over since.
But Canada maintains at hor

of militia, aggregating m 1881
something liko 134,000 men in
activo training. Tho Canadian
militia is divided into two classifications-
-tho iK-tivo and tho re
serve Tho active forco embraces
tho land and marine militia, but
tho latter has liltlo moro than an
oxistonco on paper. In fact,
thoro is no organization ot all at
present. The land militia com
prises ono brigade (fifteen bat
teries) of field artillery; five, bat
talions, nino companies, of gar
rison artillpry, .twocoiupanios oE
ougineors, "Unci ninoty-two bat
talions, six companioSjOf infantry.
Tho pormanont corps, combined
with which aro schools of instruc
tion, consist of tho Royal Cana
dian Dragoons (two troops),
Eoyal Canadian Artillery (three
battorios), and the Eoyal Cana
dian Regiment of Infantry (four
companies). This establishment
numbers 1010 of all ranks?. Tho
officer commanding tho militia is
appointed for fivo years, has
duriug that .timo tho rank of
raajor-gonoral, and muBt bo se
lected from tho colonels on tho
activo list of tho British ariny.
Tho Dominion is divided into
twolvo military districts, as follows :
Ontario' has four, Quebec throe,
Nova Scotia one, JNow JirunBwicic
ono, Manitoba ono, tho Territories
and Keowatin ono, Prince Edward
Islaud ono, and British Columbia
ono. Each district is commanded
by "a deputy adjutant general.
There is a small-arm ammunition
factory in Quoboc, and this, with
tho fow regular troops and tho
militia, constitute tho oxtont of
Canada's prosont equipment to
J. W. "Wurburton, tho nowly
appointed British Consul-Genoral
at San Erancisco, has arrived
from Chilo aud assumed his du
ties. Ho was formerly Consul
General at Valparaiso, and his
salary s now S(i000 a year.
