good, others aro entirely too arbi
trary. In number 1, confining tho

tables in a Baloon, tho Judge
speaks of what ho knows nothing.

this point, and ho will find out
that around tho bar tho noisiest
crowd and tho most drunks aro
to bo found, while in that part of
a saloon whore ample provisions
aro made for tho seating of tho f ro
nuenters of suoh places, rarely
any disturbance occurs, for tho
simple reason that the porsons
therein ubo the saloon for what it
was originally intended a place
accessible to anyone for tho pur
pose of a friendly conversation
with tho pleasant intorludo of a
drink of what may happen to
ticklo the palato of tho individual
in quostion.
If changoB aro to be mado, I
would advocato tho abolition of
the gaily decorated bar. Let there
bo a liquor room, whore no ono
has tho right of ontranco, except
those conuocted with tho estab
lishment, lot all customers sit
down at tabloB and bo sorvodby
waiters with what they desiro,
and, above all, abolish tho "treat
ing system." Fourteen years' ex
perience in the liquor trade havo
convinced tho writer, that the
root of all drunkenness is to bo
found in this aboraiuablo habit.
I know of no greater absurdity,
than paying for another man's
drinks and expect that tho same
shall immediately afterwards pay
for mine, or that any man should
treat a Baloonkeopor or his barkooi -er
to a portion of their own mer
chandise; ono might as well treat
a shoemaker to a now pair of
solos. By enforcing tho anti
treating law those without moans
will bo kept out of tho saloon, the
average man will hositato to bor
row a quarter of his friend
