Tho following trentiso on the
liquor question, from a well-known
' morchnut on tho island of Knuni,
' gives somo now klcns rognrding
tho ndnptntion of tho dispensary
system to tho peculiar conditions
of thoso islands:
It has boon a groat pleasure to
mo to seo tho strong movement,
that has been started for regulat
ing tho consumption of liquor.
Our government han awakened to
the importance of tho question
and appointed a commission,
prencheis from their pulpits have
taken it up strongly, tho press is
doing their share and tho better
class of peoplo realize that home
thing must bo dono and quickly
Having for a number of yoars
been interested in tho question
and having somewhat investigated
tho two prominont systems for tho
regulation of tho liquor-trallic, viz.,
tho Gothenburg and South Caro
lina systems, which havo both
proved ery successful, I like to
say a word or two on tho subject,
because I havo an idea, that 1 have
not seen advocated before.
Wo cannot abolish the import
ation and consumption of liquor,
as SQino of our best citizens like to
have a drink occasionally and they
are entitled to it. Wo must lot
our respectable temperate citizens
have their drink, and do all wo
can, that thoy get a good ono and'
arraugo it so, tunc tnoy got it legi
timately and near their homo.
In South Carolina tho Stato im
ports all liquor and every package
lias to be analysed and examined
by tho State chemist, and if found
good distributed to tho retailers.
This i-s a very good idea, which I
think wo ought to adopt, as that
would give us liquor as wholesome
an liquor can be, and when the
liquor from tho Government dis
pensary could only bo sold by it
to parties connected with them,
that would do away with all tho
illicit trade. Tho consumer to bo
supplied from tho branches of tho
Government dispensary associ-
' atiohs for tho sale of spirituous
I believe that there should bo
instituted a Board of Control of
tho liquor traffic, who nominate a
Commissioner to bo appointed by
Hho Sonato (as in South Carolina)
who does all tho wholesale busi-
' noss in liquor, and tho proceeds
of that wholesale business should
co direct into tho troasury.
In South Carolina this Stato

missioners soils tho liquor to tho

coeds of tho retail business goes
into tho County Treasury. My
proposal is that tho Stato Board
of Control shall sell only to Asso
ciations started in each district
on tho Gothenburg plan, ns our
country districts aro not incorpor
ated. Of the proceeds of tho dis
trict associations (ono in each dis
trict) about 8 per cent interest
should bo allowed on tho shares
in tho association and tho balance
bo used for tho benefit of tho pub-
,lic institutions and bonovolonco
within tho district. By distribut
ing tho not proceeds this way tho
results aro more visiblothan if tho
proceeds go iuto tho treasury. Tho
statutes of the association and tho
proposed disposition of proceeds
to bo approved by tho Minister of
Theso district associations
should bo started aud supported
by tho good peoplo of tho district

shares divided as much as pos
sible. In tho associations of Nor
way a shareholder who has moro
than ono share is obliged to sell
if anybody, who has no share,
wants to buy, and it is a fact that
