Christianm aro 400 shares.
Make it tin offenco of no more
than ono year's nnd not lees than
bi'x raontliB' imprisonment nt hard
labor to manufacture liquor, Bell
liquor or havo in possession any
liquor not bought from tho parties
authorized to sell and providbdin
tho Government Dispensary with
tho proper labols.
Mako it an offenco with a fino
of not over fivo hundred nnd not
less thnn ono hundred dollars for
any steamer, railroad or public
carrier to convoy liquor not
labeled with the Government Dis
pensary labolB and received from
thorn or from an association of tho
Mako it also an oiTonco of equal
sizo to counterfeit or unlawfully
put out liquor not approved by tho
Government Board of Control.
Boforo issuing a liconso to a
district association the Minister
of tho Intorior should .havo a
petition from one-quarter of tho
votorB of tho district, that thoy
want a saloon, and then ho
should order an electionsaloon
or no saloon to bo hold ono
wholo day from 8 a. in. till 9 p. in.
in ordor to give everybody a
chauco to voto. Plantation peo
plo aro not ready to voto till aftor
seven, when thoy havo had a wash
and their dinner. Let men and
women of Hawaiian, European,
or American birth or descent vote,
and when tho voto bo declared for
saloon, tho Minister of tho In
terior shall issuo tho liconso.
Tho price of liconso should bo
about 200, that wo may havo
several Baloons in districts of im
portance, so nobody has too far to
go to get a drink, but tho licenses
in ono district should all belong
to ono association only. Tho
drawback with tho old licenses
lias boon thoy aro too hight, and
thoro would bo a very doubtful
profit in tho business in tho
country districts, and thor"o could
only bo supported ono in a largo
district, and that ono would havo to
do his best to keep tho population
drunk in ordor to make monoy.
This is nil wrong. Get a small
liconso, do nol oncourogo drink
ing, givo us good drinks, use tho
profits for our public improve
ments, and have tho wholo rotail
trado controlled by tho law-abiding
and patriotic citizens, who
want always to havo the saloon so
run, that it does not intorfero with
their plantations or other inter
ests, by thoir employees getting
Tho country districts aro not
troubled with too good polico, nnd
this is another reason why wo
must arrnngo matters so that it
will bo easy for them. Thoy will
havo no uso for a duty, that thoy
havo forgotten anywoy catching
n Chinese store-keeper in selling
liquor (no ka men, ua oluolu loa
kola Pake, aolo hiki.) When no
liquor comes to tho othor islands
except from tho Government Dis
pensary to the local saloon tho
policoman's wages will havo to bo
raised, as ho will not bo troated to
a drink as often as boforo. This
is ono of tho drawbacks with this
scheme If a storo-keopor now
does not sell liquor and opium it
is vory hard for him to compoto
with tho Ohinoso, who make their
profit on liquor and opium, and it
is hardly right that tho cou itry'g
citizons should work under such
disadvantage in thoir competition
with a sot of pooplo, who aro hero
for what thoy can tako away.
Lot us therefore havo both
opium and liquor legitimately,
but well regulated, so they do least
possible harm and I hopo that our
now convening legislature will bo
ablo to mako good laws for tho
regulation of tho salo of both and
tho result would bo, I am con
vinced, tho improvement of tho
nation socially and ' morally.
Neither can bo kopt out and tho
best law-makers can do with an
ovil, that cannot Tbo stopped, is to
.regulnto it in such a manner, that
it does least possiblo harm for tho
