thoro would bo a very doubtful
profit in tho business in tho
country districts, and thor"o could
only bo supported ono in a largo
district, and that ono would havo to
do his best to keep tho population
drunk in ordor to make monoy.

ing, givo us good drinks, use tho
profits for our public improve
ments, and have tho wholo rotail
trado controlled by tho law-abiding
and patriotic citizens, who
want always to havo the saloon so
run, that it does not intorfero with
their plantations or other inter
ests, by thoir employees getting
drunk.
Tho country districts aro not
troubled with too good polico, nnd
this is another reason why wo
must arrnngo matters so that it
will bo easy for them. Thoy will
havo no uso for a duty, that thoy
havo forgotten anywoy catching

liquor (no ka men, ua oluolu loa

liquor comes to tho othor islands
except from tho Government Dis
pensary to the local saloon tho
policoman's wages will havo to bo
raised, as ho will not bo troated to

is ono of tho drawbacks with this
scheme If a storo-keopor now
does not sell liquor and opium it
is vory hard for him to compoto
with tho Ohinoso, who make their
profit on liquor and opium, and it
is hardly right that tho cou itry'g
citizons should work under such
disadvantage in thoir competition
with a sot of pooplo, who aro hero
for what thoy can tako away.
Lot us therefore havo both
opium and liquor legitimately,
but well regulated, so they do least
possible harm and I hopo that our
now convening legislature will bo
ablo to mako good laws for tho
regulation of tho salo of both and
tho result would bo, I am con
vinced, tho improvement of tho
nation socially and ' morally.
Neither can bo kopt out and tho
best law-makers can do with an
ovil, that cannot Tbo stopped, is to
.regulnto it in such a manner, that
it does least possiblo harm for tho
people
