NEW PENAL CODE.
One of the most important

Commission was appointed by the

Siieneer, Minister of tho Interior,
sinco died. Mr. Fostor was ap
pointed ns compiler by tho Com
mission, and on December 81,

his draft of tho compila

Incidentally Mr. Foster assorts
