resents hitnsolf as a citizen ol tho
United States, tiled against tho
Hawaiian Government, through
the Stato Department, a claim for
indemnity as tho result of his ar
rest and bauishment from tho isl
ands for alleged conspiracy.
Concerning this case Socrotary
of State Olnoy has addressed tho
following lettor to Representative
Hilborn: "I havo tho honor to
acknowledge tho recoipt of your
lottor of tho lGth iust., inclosing
one from D. A. Richardson of San
Francisco, who inquires rogarding
the status of tho claim of Arthur
AVliito vorsus tho Government of
Hawaii.
"In roply I havo tho honor to
inform you tlmtMr.Whilo's claim
lias not yet boon presented to the
Hawaiian Government, and can
not be considered upon its iiiciils
until the department has ascci tam
ed from Hawaii whether Mr.
AVhito took any part iu tho affairs
of Hawaii by voting at tho elec
tion or othorwiso connecting him
self directly or indirectly with tho
local govornniont. It is not clear
that tho Hawaiian Government
exceeded or abused its powers in
imprisoning foreigners who wero
on tho islands during the lato in
surrection and in holding them iu
prison, until an investigation
could bo made, showing whethor
or not thoy woro participants in
tho uprising. As soon as a deter
mination is reachod upon the case

"It is understood that tho ngreo
niont to leavo tho country which
was extorted from Mr. White as a
condition of his release has boon
waived by tho Hawaiian authori-
'ties, and that no is at liborty to
return to tho islands. If any real

demnity will bo insisted upon."
