Aftor the usual preliminaries a
communication was read from tho
Houso of Boprcsontatives stating
that Houso Bill 15, relating to tho
location of tho terms of tho Cir
cuit Court on tho island of Maui,
had been indefinitely postponed.
Also forwarding tho concurrent
resolution passed yestorday to tho
effect that no new bills bo intro
duced aftor April 25th except by
tho Cabinet or Legislative commit

ness Senator McCandless moved
to take up tho resolution. So
ordorcd.
Senator Lyman thought tho
timo wrfs Jtoo short and moved to
insort April 30th in placo of April
25th. With this amondmont tho
resolution carried.
Sonator Baldwin moved to re
consider tho vote on tho third
readingof Senato Bill 20, relating
to tho importation of livo stock.
So ordered. Tho bill was thon
roforred to tho Committeo on
Commerce and tho Senato ad
journed. Fouty-Sixth Day, AniiL 1G.
nOUSE OF ItEl'IlEbENTATIVES.
In tho Houso this morning tho
Minister of Foreign Affairs
answered tho questions of Bop.
Hanuna as to whether tho gov
ernment pays tho Hawaiian band
now in tho United Statos or
whether any of its morabors havo
taken tho oath of allegiance with
tho word "No" to each.
A communication was road from
tho Sonoto that that body had con
curred in tho Houso amendments
totho bill relating to Chinese im
migration, also that tho Senate
had passed Houso Bill 10 con-
corning gambling and Sonoto
Bill 25, regulating tho erection
of buildings within tho firo limits.
Houso Bill 17, to provide a pun
ishment for libidinous solicita
tions and procuring, was taken up
on tho ordor of tho day and pass
ed tho third reading by tho una
nimous voto of the twolvo mem
bers prosout.
Houso Bill No. 20 rolatiug to
Commissioners of Private Ways
and Water Bights was next in or
der on third reading, and passed
by tho some voto.
Sonoto Bill No. 25, relating to
tho erection of buildings within
the iiro limits, was road tho first
time by titlo and roforred to the
Printing Committeo.
Bop. BichardB from tho Print
ing Committeo, under suspension
of tho rules, reported printed cop
ies of House Bill 22, an act to
amend aud consolidate tho law re
lating to pounds, estrays, brands
and marks. Tho bill requires all
owners of swine or goats to keep
thorn confined. Tho bill was read
and reforrod to tho Judiciary
Committeo.
Bop. Kaeo asked tho Attornoy
General why his department has
discriminated against tho Portu
guese and in flavor of "Tricks"
Nelson in requiring bail from tho
former and not from tho latter,
and why tho casos preferred by
Portugueso against tho polico
officers had been nolle pros'd.
Tho Attornoy Gonoral said ho
could auBwor tho questions on tho
spot. Thoro hod boon no dis
crimination, as tho cases and
charges woro entirely different.
Tho original cases woro still be
fore tho Court and would bo vory
fully invostigntocl. In tho, mean
time it was not dosiroblo to hamp
er the record at this timo with a
lot of now coses which would havo
to bo dotormined ou tho ovidonco
of tho main caso. If that showed
tho ollicors to bo in, wrong tho
means would bo tukou to punish
them.
Bop. Kaoo asked if it was not
a fact that Nolson was allowed to
go on his own recognizance
Tho Attoruoy Gouoral caid ho
really couldn't say of his own
knowledge. ,
Bop. Jloborlson said ho wns
glad tho mutter hod beau brought
up. llo know that it was tho cus
tom of Hut Attornoy Uoiiurul and

word and stotomont of the polico
ollicors for gospel truth against
that of loputoblo citizons. Ho
stated that instances of tho over
bearing rowdyism and ruffianism
of tho polico woro becoming too
frequent, ond instanced tho occur
rence nt tlio cirutiH recently in
which two reputable young men
woro arrested, and dotailecf a ro-
cont ono which como under his
observation while a drunken man
was arrested, in which tho officer
struck tho man uulor tho car
just as ho was going in tho sta'ion
houso. All of these things went
to show that tho polico can do
anything they plooso and that it
is tho most difficult thing in tho
world to got tho Attornoy General
to sanction tho prosecution of a
policoman.
Tho Attornoy-Gouoral asked if
Mr. Boborlson had mado a com
plaint against tho policoman.
Mr. Bobertson said it was no
uso for him to do so. Throo or
four officers saw tho occurrenco
and their testimony would bo
taken in proferonce to his.
Tho Attornoy-Goneral said ho
would request Mr. Bobortson to
give him tho particulars oftor ad
journmont aud he would invosti-
gate tho matter furthor.
Boplying to tho questions pro
pounded by Bop. Winston con
corning Frank Godfrey's caso tho
Attornoy-Goneral said tho occur
rence was at ouco investigated by
himsolf and tho Marshal, both of
whom interviewed Frank Godfroy
tho day aftor and endeavored to
obtain somo information from
him. Ho appeared to bo unwill
ing to give up any. Said ho hod
his idoas ou tho matter and would
tell somo timo. Said the men who
did the job woro not far
from tho Attornoy-Gonoral's office.
Told Godfrey whenovor ho found,
out any thing tocommunicato with
mm, but uoutroy had uovor been
near him sinco. Tho Government
had never obtained any informa
tion which would justify tho issu
ing of warrants against nuy per
sons in connection with the af
fair. Tho govornmont had mode
every effott to find out tho porpe
trators of tho outrage and woro
doing so. With regard to tho
"buried alivo" postors some Boom
ed to think that Godfroy was their
author, but tho govornmont had
beou unable to ascertain anything
definite on the matter. No reward
had boon olforod in either case, as
the govornmont did not think it
necossary.
Bop. Kaeo submitted tho fol
lowing questions for tho Minister
of Foreign Affairs:
1 Has thoro boon any corres
pondence botweoii tho American
Minister Bosidont, A. S. Willis,
and the Department of Foreign
Affairs of tho Bopublic of Hawaii,
on matters pertaining to any
claim for damages by Mr. Frank
Godfroy against tho Bopublio of

A long argument aroso over
Boj). Bobortson's amondmont to
strike out churches, roligious and
benevolent societies from tho
operation of tho legacy tax, and
ou a tio voto tho ainondmeut was
lost, Speaker Naouo voting against
it aud Bep. Bond not voting.
Bop Bobertson thon moved to
indefinitely po-Hpono Section 1.
In support of tho motion ho said
tho wholo aim of the prcsont le
gislature seemed to bo to undo that
of tho session of 1802. Tho cry
was mado for moro rovouuo and
yet by its every movo tho Houso
seemed to bo trying to decrease

Bop. Bond thought tho pro

section passed as amended.
