-might pass laws which would
give tho California merchants a
bettor hold upon tho Hawaiian
markot."
If Hawaiian lawd aro such as to
forco Honolulu morchants to buy
of tho Orisntal competitors of San
Francisco wholesale dealers, then
they are not Buch laws as tho peo
plo of tho United States, and par
ticularly of this State, woro pro
mised when thoy mado tho reci
procal experiment. Furthermore,
4 the gratuitous remark 6f tho Pa
cific Commercial Advertiser, that
tho Hawaiian law-makers could,
if they would, pass laws "that
would givo tho California mer
chants a better hold upon tho Ha
waiian markot," rather adds insult
to injury. At the Bamo timo it
underscores tho vory point which
this journal has mado.
Tho only reason advanced why
tho Hawaiian Government, in
view of tho Asiatic invasion, does
not legislato in favor of American
exporters, is tho ostonishing ono
that it is afraid, by doing so, that
it may offend tho Japanese. "It
is well known," says tho Pacific
Commercial Advortisor, "that
Tfc long as Hawaii is an in
ilopondont country, bound by
treaties with othor nations, it can
not prohibit tho importation of
articles from ono nation whilo ad
mitting them praotically freo from
another. It well knows that if
Hawaii should clearly discrimin
ate against Japan it; would Tory
soon rcduco Hawaii to a Japan
ese colony, for, in tho face of the
treaty, it would bo an act of hosti
lity which Japan would not per
mit, oven to tho oxtont of taking
possession an act which tho
Washington Govornmont would
not resont, if tho lesson of Corinto
moans anything."
Is this not still an othor argu
ment to sustain all that tho
"Chronicle" has said? No matter
whother tho coercive reason given
is good or bad and it appears to
bo clotted nonsense at best tho
fact that Hawaii prcsonts it and
acts upon it is all that is needed to
clinch tho point that thoro is no
protonco of reciprocity on tho
Hawaiian side. Though wo open
wide our ports to what Hawaii
has to sell, and deny the freedom
sho enjoys to her competitors,
still tho islanders fool under obli
gations to givo our commercial
rivals tho samo ontry to their
. markets that Americans enjoy. Is
it uufair, after this, for an Amer
ican journal to urgo that such n
ono-sidod arrangement bo brought
to a Bpeedy end?
The exact truth about Hawaii is
that it proposes to sell in tho
highest markot and buy in tho
lowest; that it will purchase what
it can of Japan because Oriental
goods aro cheap and becauso Jap
an has low-priced labor to reci
procate with; that the sugar men
who govern the islands oppose re
ciprocity with American exporters
largely for their private gain as
partners in Honolulu commercial
houses. This is tho Hawaiian
Btory told in plain words, and tho
moral of it is that tho United
States ought to givo tho planter
Govornmont a speedy alternative
between the adoption of a fair
policy toward American trade or
the loss ot tho treaty under which
their intorosts have so groatly
thrived at our expense.
