maining four trustees; so that
thereafter theio shall bo a con
tinued succession of such classes,

out of office evory two years.
Section 3. Such body of hus
tces shall be called the Honolulu
Park Commission, and shall havo
tho possession, control and Jiwu
ngomont of tho Kapiolani Park
and all proporty belonging thoro
to, and tho administration of all
funds which may bo hereafter ro
coivod on account of tho said Park
from Government appropriations
or othorwiso and shall sorvo with

privilogOB of a corporation, except

the said Commission, to wit: to
prevont trespass, to lay out, con

and bridlo paths, to plant and re
move trees and shrubs, to construct
reservoirs for tho storage of water
and drains for tho rornoval of
water, to soil suoh products of the
said Park as may bo incidentally
produced in tho management
thereof, to orect necessary build
ings for tho use or workmen and
for storage purposes, to grant and
terminate franchises and pormits
for public entertainments, com
potitno exorcises and exhibitions,
and to make and enforce regula
tions for the protection of tho
grounds, and tho tree and plant
urowth of said nark and the nro-
ducts of such growth, and for tho
conduct of such entertainments,
competitive exorcises and exhibi
tions, and all persons using the
public privilege of tho said Park,
nud all other powers necessary to
the propor management of the

sion shall not havo authority to

nor to compel tho payment of an
entrance fee as a condition to tho
admission of any ono to tho
