places a tax upon almost every

today an all-important question, a
perfectly plain and iudieputnblo
facts that the sugar intor"t doM
not and nover did pay a propui i
percentage of tho expenses of our
nation, albeit the inilucnco of this
great monied power sways, to a
greater denreo than all other in
terests combined, tho policy of tho
government.
Assessors do not uso tho samo
methods in appraising sugar
plantations u-j uro used in estimat
ing tho aluo of any othor pro
perty. Tho ministry dons not endeavor
to forwaid uny moasuro caluculat
od to rectify the evil. Our legis
lators'do not put forward a cham
pion who will talk, work or in
any way assist in compelling tho
Hawaiian actopus to disgorge.
Absolutely nothing is dono to en
force a rcasonablo proportional
payment of tax, liconso or mone
tary consideration of any sort,
from this class of money makers.
And why? Aro all of our law
makers, directors of financial
polity, guides of tlin ship of Stato
and promoters of tho country's
wolfaro directly under the thumb
of this monopoly ? I say that tho
Liconso Act is a dangorous, an
extremely dangorous, measure.
"When tho very existence of tho

ered, whon those who had control
called most loudly for aid, who
were they whewn assistance pre
vented tho destruction of tho
whole fabric? Tho minor trader,
morclmnt or clerk and tho Portu
guese laborers. Now, when
stringent measures aro necessary

ed and business like class of any
community, who are called upon
to bow down under additional
burdens in ordor to carry on tho
government.

the income tax bill, tho measure

tho extent of a fraction of a per
cent in upholding tho government,
and which, conscientiously and
honestly enforced, will accom
plish that purpose, and thoro is
at once a solution of this, appar
ently, so difficult problern of

sonal inconvenience, advocate tho
passage of this Income Tax bill
and that in a manly, straightfor
ward manner; and additional
shame on tho public pross of Ho
nolulu which keeps silent on tho
