years, in which it is shown that
spirits aro being displaced by
wines, jumps to tho conclusion
that as a tommuuity wo aro be
coming moro temperate, and to aid
the temperance couso places wines
on tho freo list. To mo
tho same figurosgo to show that
tho higher priced spiiits aro
giving way to tho lower priced
sake. To support my contention
let me givo somo figures taken
from tho report of tho Minister of
Financo. In 1892 tho importation
of wines measured 100,217 gallons
nud in 1805 112.408 gallous.In tho
samo years thoro woro imported
respectively C,14G aud 110,113
gallons of sake. And I am ad
vised that tho importations of
California wines aro not increas
ing proportionately with tho do
croase of importations of spirits,
and tho purposo of tho bill is to
aid our California neigh
bors presumably. Is it
not possiblo that tho changes
taking placo in the importations
of wines and spirits do not mark
so much tho growth of temper
ance in tho consumer as tho les
sening of his means to purchaso
the higher priced intoxicauts. Ho
is cortaiuly not less bibulous than
he was. Aro wo ready to accept
without quostion that the moro
sake or wino wo drink tho moro
tomporato wo aro ? In tho Min
ister's report wo also find tho
oracular statement that "Califor
nia wino is tho growth aud pro
duct of tho grape." Taking time
