cle based on a private lottor from
a woll-infonned correspondent in
London to a.prominent person in
Havana, tho trend of which shows
the attitudo of England on tho
Cuban question. La Discusion,
quoting tho lettpr, says: "Eng
land is opposul to tho nuiiexiitioii
of Cuba to the United States, aud
she opposes Cuban iudopeudonco
for the reason that sooner or later
that would result in annexation.
This would give the United States
menacing strength. Her south
ern base of naval operations,
which is now in Florida, would bo
transplanted to Santiago do Cuba,
whence she could dominate tho
Antilles and all the wuteis between
them aud her possessions in North
America. The English colonies
would lose all thoir strategic valuo
and influence. The United States,
bosides being strengthened in
North and Central America,
would also becomo folt on tho
"Annexation," adds the corres
pondent, "does not suit England
from a commercial standpoint.
From an autonomist Government
under Spanish rule England can
expect a more liberal tariff than
would bo applied by America.
The British Government is con
vinced that tho Uuitod States has
a deep-laid plan to secure tho isl
and, not by disputing its posses
sion with Spain by force of arms,
but by manifesting to tho Madrid
Government all tho hostility ne
cessary to encourage the revolu
tionists, hoping that tho hittor, in
iho course of time, will run tho
island, and thus forco Spain to
abandon it. Then tho Washing
ton Government could take pos
session without incurring tho ex
pense of war, and without on in
vasion of tho rights already re
nounced by Spanish sovereignty.

ment to concede liberal political
reforms) with open hands, to im
plant the English system through
out Cuba and energetically push
its military operations. In order
that tho lattor shall be vigorously

sident Cleveland has delayed his
departure from Washington for
Gray Gables, whero ho had in
tended joining Mrs. Cleveland
this week, until the report has
been received at the State Depart
ment from Consul-General Leo
which is now understood to bo on

represent the result of an unpre
judiced investigation into tho
situation on the island from a
military standpoint, and is made

received by General Loo before
