Editor Bulletin: To tho
public of Honolulu: I am an ex
member of Co. E., N. G. H., and
have learned to my groat sorrow
of all tho trouble that has come
over my old captain through a
certain lieutenant that sotno timo
ago brought troublo and disgrace
over two of his fellow
oflioors and now over his captain,
by making cowardly reports. If
tho public wants to learn of any
true real scandals from iusido the
Palaco forco and tho Military
ranks, it would loaru of some
thing far moro disgraceful than
the troublo of Oapt. Good, by ask
ing fov information regarding the
lawless secret banking business
that a corlain Lioutenantis run
ning and which in tho timo of
throe years has brought him from
paupor to bo a woll-oil' man that
lately has bought a lot, builded
and bo on, all by tho money ho
has got out of tho mon of the two
regular companies on a most
So far as I know, no banking
business or pawnshop can bo run
in this couutry without a license,
but this Lieutenant haB all along
been running both above-mentioned
institutions, without any
license and ngainst any military
Also do I know that no man can
chargo moro than 9 per cent per
annum for his money, but tho
Lieutenant has charged tho sol
diers from 15 to 25 per cent each
mouth, and which in many well,
in most cases gave him a hun
dred por cent in return for tho
Bum so loaned out to tho man.
A fact is also, that this tempting
trap has brought sorrow, troublo
and all harm to many a boldier
in tho palace, during tho last
three years. They, in their fool
ishness, grabbed for tho dollar
this Lieutenant' holds for their
eyos, but was not ablo to pay him
back until the borrowed sum was
doubled, by rents.
A fact is also, that tho man who
patronized tho Lieutonant's bank
or pawnshop at once was favored
in many little ways that gave moro
work to the man who kept out of
this officer's bank.
Colonel McLean ordered all
mouey-loiiding to Btop, when ho
camo hero, but I loam that tho
business is carried on just with
out tho Colonel's knowledge, only
in a moro secret way, and that
tho Lieutenant now chargeB 25
instead of 15 per cent each month,
on account of tho risk ho is run
ning, if tho Colonel gots know
ledge of tho nft'air.
Why don't tho Miuistor of
Foreign Affairs look into all theso
littlo things, juBt as well as to tho
faults of Captain Good ?
