cisco from Honolulu. It is charg
ed ngaiiiBt Captain Coffin, bis
ohiof engineer and tbo pay master
that, instead of coaling tbo Char
leston from tbo Government coal
pilo at Honolulu, tbo vessel's offic
ors purchased fuel from private
contractors at !?12 per ton, tbo
total cost being $6000. In justi
fication of their conduct tbo
Charleston's officers say that they
did not like the Government coal
Washington, August 1. So
crotary Herbert has settled tbo
Charleston incident. Ho has writ
ten a letter to Captain Coffin, call
ing his attention to the fact that ho
should not havo purchased foreign
coal for Ins vessel at Honolulu,
without having first given the
Government coal kept thoro an
exhaustive test. When tho report
first reached tho department that
the Charleston had secured a
supply of foreign coal, Secietary
Herbert called upon Captain
Coflin for an explanation. That
officer wrote to tho department
stating that such action had been
taken on tho recommendation of
Cbailes M. McCounoll, chief en
gineer of tho ship, who infoimed
him that tho Pocahontas coal on
tho Govemmout pilo was too lino
and not suited for tho Charleston's
boileis. Upon this statement
Captain Coffin approved tho re
commendation for the purchase of
Secretary Herbert, aftor con
sidering tua matter, decided that
n court of inquiry was too expen
sive. Ho thoreforo wrote to Cap
tain Coffin calling his attention to
tho matter, and admonishing him
to make further investigation be
fore taking such action again.
He also decided that it was un
necessary to institute any proceed
ings against tho other two officers
of tho Charleston who were al
leged to havo boen implicated in
tho affair. Tho purchase of coal
by another ship was also tho sub
ject of censure by Seciotary Her
bert. The vessel was the Raleigh
which secured a supply of fuol at
Now Orleans. It was not tho kind
of coal tho department desired tho
vossol to have, and Captain Mer
rill Miller had his attention called
to tho matter in a communication
addtehsed to him by tho Secre
