Tho conBhtni)tion o sugar in
1890 reached GG pomula per capita.
In 1870 tbo por capita consump
tion wiib 83 pounds, bo the con
suming' ability of tho Amorican
pooplo has increased during tho
brief interval referred to fully 100
per cont. Tho assumption that
tho cheapening of tho product is
responsible for this enormous in
creaso in consumption is hardly
borne out by tho facts Thero are
many countries in which tho pro
duotion of BUgnr Jias been mado a
upecialty in which consumption
has grown very slowly Germany,
Austria and llusia aio notahlo
instances. Tlio inforonco is ob
vious that cheapness does not
nlono explain the increased de
mand. Indeed, tho period between
Ibiio and ly?0, when the trend of
tho price of sugar was upward
rather than downward was also
marked by increased consumption
in the United Staten.
Tho Uuiled States is compelled
to import tho bulk of tho sugars
consumed within its borders.
Tho exceptionally high tariff
which prevailed botweou tho
close of tho Civil war and 1890
did not act as a stimulus to the
industry. In 1880 with a tariff
averaging 2i cents a pound wo
only produced 125,000 tons. In
1890 tho tariff on law sugar was
repealed and a bounty was offered.
This served to promote- produc
tion, tho recorded output of cane
and beet susjar for tho years of
189-1-95 being 315,000 tons. The
repeal of tho bounty by tho De
mocratic Congress, it is expected,
will have a disastrous effect on
tho beet sugar industry in all
other States than California. It
is believed that tho superior
qualities of tho beets grown in
this State may permit the profita
ble pursuit of beet sugar making
no matter how sevoro tho com
petition, but as yet the matter is
Tho refining industry in this
country has attained enormo s
proportions, and raw sugars are
couvorted into commodities at
tractive to tho most fastidious at a
phenomenally low cost as com

Fifty yoars ago the cost of re
fining added at least 10 cents a
pound to the value of raw sugar.
The margiu between refined and
raw waB gradually reduced be
tween 1838 nnd 187G to about 3
cents a pound. Now tho enor
mous refineries controlled by tho
American Sugar Refining Com
pany convert raw into refined
sugar at a cost of u fraction of a
cent a pound.
The refineries of tho company
leferred to aro unquestionably
tho finest and most complete in
the world. Some idea of tho
mugnitudo of their operation?
may be gained from tho statement
that they consume 800,000 tons of
coal anuually, and require 200,
000,000 staves overy year to mnko
tho barrels in which their pro
duct is put upon tho market.
Tho Amorican Sugar ltefining
Compauy is popularly known as
the Sugar Trust Tho principal
(.oat of its operations is in Brook
lyn, where it has a mile of water
front on tho East river, ovory bit
of which is utilized, being covered
with mammoth buildings and
storehouses. Tho trust also has
oxtensivo refineries in Jersey
