Accord ing to this, capital punishment will bo reduced to life imprison ment, and those who have boen sentenced to tlio lattor punishment, will be reduced to 12 years, while as for those prisonors who have been sentenced to certain terms of imprisonment a general commuta tion of one-fifth of their terms will be extended.
