annexation merely a continuance
of existing relations, but it is an
undoubted departure in the colo
nial sense. It does not mean that
Cuba will follow or anything of
that kind, but it means a strong
naval policy. Tho United States
will certainly be a great sea powor
in the future. Hor commorce and
seaboard necessitate that, and Ha
waii will bo of the greatest value
if it moans naval expenditure now
and it may well repay it with
compound interest in tho future.
